Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must have one year of permanent competitive or 55b/c service as an Associate in Education Improvement Services OR be reachable on the Civil Service eligible list for this title.

Section 70.4 Transfer – A candidate may be eligible for nomination for Section 70.4 transfer to Associate in Education Improvement Services if they have standing on the Civil Service eligible list for this title and are currently a New York State employee in a title allocated at Grade 24 or higher.

Duties Description The New York State Education Department’s (SED) Office of P-12 Education is seeking to fill two Associate in Education Improvement Services positions in the Office of Accountability / Upstate Review Team. The Office of Accountability (OA) oversees accountability of schools and Local Educational Agencies (LEAs) in New York State for student academic results and the use of Federal Elementary and Secondary Education Act (ESEA) funds. The Office works to close the achievement gap by identifying and supporting schools and LEAs that are low-performing, as well as those interested in replicating the best practices of the State’s high performing and high progressing schools and districts. The Office implements New York’s ESEA accountability flexibility waiver and the provisions of Commissioner’s Regulations through the assignment of Integrated Intervention Teams that compare Priority and Focus School and District practices to the optimal conditions of learning, as defined by the Diagnostic Tool for School and District Effectiveness (DTSDE) rubric and make recommendations for school and district improvements. The incumbents will perform various duties such as developing, conducting, supporting, and reviewing programs which help schools improve on educational services including providing safe school environments, providing oversight of grant programs and supervising staff. Other duties of this position include, but are not limited to, the following:

• Develop and maintain expertise in the use of the Diagnostic Tool for School and District Effectiveness (DTSDE) and serve as a member of Integrated Intervention Teams that conduct on-site reviews of identified Priority and Focus Schools;
• Assess school improvement efforts and support schools and districts as they implement highly effective educational practices;
• Participate in the Calibration Assurance Process to ensure that proper alignment has been made between the evidence and the DTSDE rubric and rating;
• Prepare written materials, including correspondence and research, to assist in the development and implementation of policies and procedures related to the various components of the District and School Review Team; and
• Engage in and facilitate professional development activities related to the DTSDE process and other SED initiatives.

Additional Comments CONDITIONS OF EMPLOYMENT: These will be permanent or permanent-contingent appointments. Filling of this position is contingent upon Division of the Budget approval. Occasional overnight travel is required.

* Leads to a maximum salary of $97,632 based on annual performance advances.
