Minimum Qualifications Six years of experience as a radio systems engineer involving the development, deployment, operation and maintenance of wireless and mobile radio or other wireless communication systems.

Substitution:
A college degree in Electrical Engineering, Electronics Engineering, Applied Engineering, Physics, or a related field may be substituted for general experience as following: Associates Degree – two years; Bachelor’s Degree – four years; Master’s Degree – five years.

Duties Description Under the direction of Assistant Director Park Police, M-3, the incumbent is responsible for managing the engineering and technical support functions for the Communications Unit (CU) in the Office of Parks, Recreation, and Historic Preservation (OPRHP). The incumbent supervises unit staff as well as programmatically supervises a Sergeant Park Police, G-17 assigned to the CU. The Radio Engineer collaborates with staff from other divisions in OPRHP, other agencies and outside entities (local governments, federal agencies, consultants) in relation to planning, implementing, and/or operating radio and public safety communications systems in OPRHP.

•Actively participates in the planning, design, and implementation phases of radio and communications projects for OPRHP.
•Maintains liaison with vendors and consultants and works closely with same to ensure the operational integrity and cost effectiveness of existing and proposed systems and equipment.
•Collaborates with users and the appropriate business office staff to develop and draft Requests for Proposals for release to prospective equipment and service vendors.
•Reviews invoices relating to technical projects and acknowledges, evaluates and comments on bids and vouchers as appropriate.
•Analyzes technical matters regarding radio and communications equipment and systems referred by the Executive Staff or other OPRHP personnel and replies or provides analysis and comments as appropriate.
•Analyzes new radio/communications products and systems for potential use in OPRHP.
•Writes radio software programs and the programming of radios and other communications equipment.
•Proposes new systems or modifications to existing communications systems in response to requests by regions and parks police.
•Oversees the inventories of radio equipment and unit supplies and materials.
•Costs out new equipment, systems and repairs and recommends funding requests in the OPRHP budget for same.
•Plans for and oversees replacement of all failing radio base, mobile and portable equipment.
•Consults with appropriate OPRHP staff to prepare plans and technical specifications for the purchase of needed communications equipment.
•Supervises the Federal Communications Commission licensing process for new licenses and renewals of existing licenses.
•Reviews and analyzes changing FCC regulations and oversees compliance implementation for OPRHP statewide.
•Establishes interoperability with other State agencies and 911 centers.
•Represents OPRHP as the Agency liaison with 911 Centers statewide.
•Plans and implements the repair, upgrade or replacement of communications systems infrastructure (radio towers and shelters).
•Writes grant proposals as appropriate to fund radio/communications systems upgrades for OPRHP as appropriate.
•Plans and implements integration of mobile data (on-board laptop computers) with mobile communications and emergency equipment in police vehicles.
•Assists Assistant Director Park Police in consolidation of regional dispatch units, including establishment of training and standards for dispatch personnel.
•Installs CAD (Computer Aided Dispatch) capability at consolidated dispatch centers.
•Plans and implements provision of emergency battery and/or generator back-up for dispatch centers, selected base stations, and all the Regional Headquarters.
