Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment, candidates must have one year of permanent competitive or 55b/c service as an Associate in Education Research OR be reachable on the Civil Service eligible list for this title. If there are fewer than 3 acceptors on the eligible list, a provisional appointment may be considered. For provisional appointment, candidates must have a master’s degree AND five years of experience in research. Three years of this experience must have been involved primarily with research on educational issues or topics (bibliographic research is not acceptable).

Section 70.4 Transfer – A candidate may be eligible for nomination for Section 70.4 transfer to Associate in Education Research if they have standing on the Civil Service eligible list for this title and are currently a New York State employee in a title allocated at Grade 24 or higher.

Duties Description The New York State Education Department’s Office of P-12 Education is seeking candidates for the position of Associate in Education Research in the Office of Accountability (OA). The Office of Accountability oversees accountability of schools and Local Educational Agencies (LEAs) in New York State for student academic results and the use of Federal Elementary and Secondary Education Act (ESEA) funds. The Office of Accountability works to close the achievement gap by identifying and supporting schools and LEAs that are low-performing, as well as those interested in replicating the best practices of the State’s high performing and high progressing schools and districts. The Office of Accountability implements New York’s ESEA accountability flexibility waiver and the provisions of Commissioner’s Regulations through the assignment of Integrated Intervention Teams (IIT) that compare Priority and Focus School and District practices to the optimal conditions of learning, as defined by the Diagnostic Tool for School and District Effectiveness (DTSDE) rubric and make recommendations for school and district improvements.

The Metrics Unit within the Office of Accountability is responsible for performing the analytic work associated with accountability and compliance for educators, schools, and districts in New York State. This includes calculating or coordinating the calculation of student growth percentiles, growth-to-proficiency, and teacher/principal growth percentiles and scores; analyzing the effectiveness of educational programs, supports, and interventions; supporting the development of APPR growth and value-added metrics and associated knowledge transfer; assisting in operationalizing new accountability metrics for public reporting and communication; and providing other analytic and data management support to the Office of Accountability and other P-12 offices. Duties of this position include, but are not limited to, the following:

• Using quantitative and statistical tools to calculate annual assessments of schools and districts that include performance index, gap analysis, growth and growth to proficiency and preparing notifications to schools and districts regarding Priority, Focus, Reward Schools status and Focus District designation;
• Calculating and providing quality control for the determination of Title III accountability measures;

• Conducting research and analysis pertaining to educational accountability issues specifically related to Title III and Title I;
• Analyzing the effectiveness of educational programs, supports, and interventions by developing and examining data sets that include student achievement data, postsecondary variables, and other related information;
• Managing accountability databases and developing business rules for data collection and reporting processes for use by internal and external customers who work with accountability data;
• Developing recommendations regarding strategies for holding schools and districts accountable for performance, including the use of growth and value added approaches;
• Researching best practices to support the development and maintenance of data systems for program and institutional accountability;
• Communicating accountability metrics to educators and stakeholders and supporting educators in understanding accountability metrics through direct field support;
• Responding to requests for ad hoc analytics related to accountability measures used in educator evaluation and institutional accountability, including creating ‘ad hoc’ data reports; and
• Undertaking special assignments as directed.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or provisional appointment. Filling of this position is contingent upon Division of the Budget approval.

*Leads to a maximum salary of $97,632 based on annual performance advances.

**Plus $3,026 annual Downstate location adjustment.
