Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment, candidates must have one year of permanent competitive or 55b/c service as an Assistant in Education Research OR be reachable on the Civil Service eligible list for this title. For provisional appointment, candidates must have a master’s degree AND three years of experience in research. Two years of this experience must have been involved primarily with research on educational issues or topics (bibliographic research is not acceptable).
Section 70.4 Transfer – A candidate may be eligible for nomination for Section 70.4 transfer to Assistant in Education Research if they have standing on the Civil Service eligible list for this title and are currently a New York State employee in a title allocated at Grade 20 or higher.

Duties Description The New York State Education Department’s Office of P-12 Education is seeking candidates to fill an Assistant in Education Research position in the Office of Information and Reporting Services (IRS). This Office is responsible for the collection and reporting of student and school staff data for school districts, public schools, charter schools, and nonpublic schools in New York State. The incumbent of this position will validate and analyze data in order to ensure that IRS is collecting and reporting accurate and timely data to the United States Department of Education, State Government, School Districts, parents and other stakeholders. Other duties of this position include, but are not limited to, the following:
• Develop and implement best practices related to the collection of data from school districts;
• Perform validation and quality checks on data submitted in order to resolve problems;
• Provide data for compliance reporting and program office needs, including, but not limited to, highly qualified teacher reporting, teacher-leader evaluation, and Race to the Top reporting;
• Conduct data analysis and prepare reports as needed;
• Prepare data sets in response to FOIL requests and internal requests on educators; and
• Perform other duties as assigned.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or provisional appointment. Filling of this position is contingent upon Division of the Budget approval.
*Leads to a maximum salary of $81,415 based on annual performance advances.
