Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 3 , G-23 or in a position at the G-21 level or above deemed administrative under Section 52.6 of the Civil Service Law such as Business Systems Analyst 2, G-23. The transfer cannot be a second, consecutive transfer resulting in an advancement of more than two grades.

Duties Description Under the direction of the Director of Project Management, the Information Technology Specialist 3 will work in the Project Management Office. The ITS 3 will work closely with agency and technology staff to define and develop requirements for new or existing information technology (IT) systems and business processes.

The Information Technology Specialist 3 will perform analysis, portfolio and IT Governance activities; develop, communicate, and maintain methodologies and standards to promote a consistent approach.

DUTIES INCLUDE, BUT ARE NOT LIMITED TO THE FOLLOWING:

• Supervise Information Technology Specialist 2 Staff
• Direct and distribute work to the Information Technology Specialist 2 Staff
• Plan and perform IT system research and information gathering activities
• Review, document, and categorize current “as-is” state of the business processes or function s including creating flow charts and process models
• Identify and document the scope of business process changes or enhancements required by procedural changes or by changes to laws and statutes
• Assist business teams and PMO in the development of business cases and scope documents
• Review and provide input on business cases to be presented for project implementation
• Assist in scoping project portfolio initiatives
• Participate in establishing timetables for the completion of projects
• Communicate business process and system requirements to IT staff, program staff and stakeholders
• Develop and maintain test data scenarios and analyze the results
• Review and write business system documentation
• Review and analyze business process deficiencies requiring resolution during or after implementation
• Assist in the development of requirements for existing system fixes and enhancements
• Work closely with assigned bureaus to ensure business needs are communicated with IT and determine commonalities between bureau requests
• Participate in the development of training plans
• Perform other administrative, research and analysis duties as assigned
• Develop a consistent and organized method to document all business procedures
• Support any organizational change management activities that result from Project implementation

Additional Comments PREFERRED QUALIFICATIONS:
• Experience Supervising Staff in local and/or remote locations
• Experience collecting and documenting business requirements
• Experience conducting and/or leading end user software testing
• Excellent organizational and communication skills.
• Possess, or working towards completion of, a CBAP certification
• Self-motivated, organized and independent
• Experience working with BA Tools used to developed business process flows, document requirements, create testing scripts, and confirm requirement traceability
• Experience with Requirements Traceable and Test Plan development
• Experience with Microsoft Office Suite 2010 or higher, including Visio and PowerPoint
