Minimum Qualifications 52.6 Transfer:
One year of permanent competitive or 55 b-c service in a title SG-16 and above designated administrative under Section 52.6 of the Civil Service Law.

70.1 Transfer to Contract Management Specialist 1:
One year of permanent competitive or 55b/c service as an Associate Auditor State Expenditures, Housing Specialist 1, Management Specialist 1, Purchasing Agent, Real Estate Specialist 1, Senior Accountant, Senior Budgeting Analyst or Transportation Analyst.

70.1 Transfer to Contract Management Specialist Trainee 1*:
One year of permanent competitive or 55 b-c service as an Agency Program Aide, Administrative Aide, Assistant Purchasing Agent, Education Program Assistant 1, Education Program Assistant 2 or Grants Management Budget Specialist 1.

70.4 Transfer to Contract Management Specialist Trainee 1*:
One year of permanent competitive or 55 b-c service at the SG-11 or above AND possession of a bachelor’s degree; AND candidates selected under this option must have standing on the Professional Careers Opportunities (PCO) or Public Administration Traineeship Transition (PATT) eligible list.

*NOTE: Successful completion of two year traineeship leads to appointment as a Contract Management Specialist 1, SG-18.

Duties Description The duties of the Contract Management Specialist 1 include, but are not limited to:

• Respond and review purchase requests received through the Agency Dashboard;
• Provide guidance to agency staff on the evaluation and selection process for various procurement methodologies;
• Initiate SFS requests when a P-Card is not available for purchases;
• Reconciliation of P-Cards on a monthly basis; assist agency employees with their reconciliation tasks;
• Assist and advise on the ongoing administration of contracts with vendors and ensure adherence to established contract procedures and requirements;
• Verify contracts and obtain competitive pricing quotes when necessary;
• Research of vendor contracts with the State to ensure compliance;
• Reconciliation and payment of invoices as they are received;
• Assist in the development, implementation, and maintenance of office policies and procedures to monitor and control the contract process and achieve efficiency;
• Develop and maintain an effective working relationship with program and administrative organizations;
• Ability to communicate effectively with vendors and internal partners.

Skills:
• Proficiency in SFS including purchasing, e-procurement, travel and expense, billing, accounts receivable and payable, and general ledger;
• Ability to navigate on the web to obtain competitive pricing from various vendors;
• Ability to work in a fast-paced environment.
