Minimum Qualifications Bachelor’s Degree from an accredited college or university; Masters’ Degree in public administration or policy, education, or related field preferred; Excellent writing and presentation skills; Experience in statistical analysis, program evaluation design, and implementation; Proficiency in Microsoft Office Suite and use of evaluation software; Experience using SAS or SPSS (preferred); Ability to deal with multiple priorities and competing deadlines in team setting; A satisfactory equivalent combination of appropriate experience and education as determined by the Partnership and the NYS Governor’s Office of Employee Relations.
Duties Description The Employee Program Associate for Evaluation manages the Partnership’s overall evaluation function. This includes the coordination of participant and instructor course evaluations, customer and stakeholder surveys, education and training needs assessments, and outcome measures for a variety of programs and services. Duties include, but are not limited to: Manage the Partnership’s overall evaluation function, including course evaluations, customer and stakeholder surveys, and outcome measures for a variety of programs and services; Design and conduct studies to assess the education and training needs of CSEA-represented employees at agencies and facilities throughout the state; Coordinate the development and application of an evaluation process tracking, notification, and reporting system; Develop and maintain evaluation program expertise, including the Kirkpatrick model, and stay current in the evaluation and assessment field; Prepare evaluation reports based on the collection and analysis of quantitative data relating to programs and services; Develop recommendations for the development or improvement of programs and services based on data analysis; Conducts research on workforce readiness and identifies gaps in program offerings to address needs; Assess the effectiveness of the evaluation program and develop recommendations for improvement.
