Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must have one year of permanent competitive or 55b/c service as an Education Finance Specialist 1 or in a title SG-16 or above eligible for transfer under Section 70.1 of the Civil Service Law OR be reachable on the Public Administration Traineeship Transition (PATT) or the Professional Career Opportunities Test (PCO) lists. Appointees from the PATT and PCO lists must serve a two-year traineeship that leads to the Grade 18 salary level. Some transfers may also require completion of a traineeship.

Section 70.4 Transfer – A candidate may be eligible for nomination for Section 70.4 transfer to Education Finance Specialist 1 if they have standing on the Civil Service eligible list for this title and are currently a New York State employee in a title allocated at Grade 16 or higher.

Duties Description The New York State Education Department’s Office of P-12 Education is seeking applicants for the position of Education Finance Specialist 1 in the Administrative Support Group. The incumbent of this position will be responsible for reviewing grant applications, calculating aid, monitoring financial activity, authorizing payments, auditing financial transactions and assisting with analysis and reporting activities. Other duties of this position include, but are not limited to, the following:

• Assist Associates in overseeing Individuals with Disabilities Education Act (IDEA) grants funds to ensure all grant requirements are in compliance;
• Provide guidance and technical assistance to program staff and Local Education Agencies (LEAs) regarding grant processing and allowable expenditures;
• Assist in the review and approval annual IDEA applications and budgets submitted by LEAs;
• Provide guidance and technical assistance to program staff and vendors regarding contract budgets and expenditures; and
• Assist in the review and approval of annual contract budgets and expenditure reports.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Filling of this position is contingent upon Division of the Budget approval.

*Leads to a salary of $66,494 based on annual performance advances.

The salary listed above applies to candidates appointed to Education Finance Specialist 1, SG-18. The hiring rate for candidates appointed to Education Finance Specialist Trainee 1 starts at $39,713, and for current NYS employees, is based on the candidate’s salary at the time of hire. Candidates hired into a traineeship will be advanced to Education Finance Specialist 1 upon successful completion of a two year traineeship.
