Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment, candidates must have one year of permanent competitive or 55b/c service as an Information Technology Specialist 3 (Programming) OR have one year of permanent competitive or 55b/c service in a title SG-21 or above deemed eligible to transfer under Section 52.6 of the Civil Service Law OR be reachable on the Civil Service eligible list for this title.

PREFERRED QUALIFICATIONS: Special consideration will be given to candidates who possess:
• Knowledge and practical experience programming in Java, PL/SQL, SQL, and PHP; and/or
• Knowledge and experience with Oracle Databases and UNIX operating environments.
*Leads to a salary of $85,635 based on annual performance advances.
Duties Description The New York State Education Department’s Office of P-12 Education is seeking candidates for the position of Information Technology Specialist 3 (Programming) in the Office of Information and Reporting Services (IRS). This Office is responsible for the collection and reporting of student and educator data for school districts, public schools, charter schools, and nonpublic schools in New York State. The Office manages the public education data site and coordinates public and research based education data requests. The incumbent of this position will write instructions (code), develop and test applications and programs, maintain systems, design and develop dynamic, transactional and interactive websites. Other duties of this position include, but are not limited to, the following:
• Supervise staff in the development and maintenance of Information Technology (IT) systems written in Java, PL/SQL, and PHP;
• Develop and maintain IT systems written in Java, PL/SQL, and PHP, including new analysis and development, troubleshooting, testing, and deployment;
• Collaborate with program offices and IT staff regarding the business requirements of information systems;
• Analyze and recommend system modifications based on program office business requirements;
• Coordinate data exchanges between the Department’s IT systems;
• Identify and troubleshoot system problems and implement necessary solutions; and
• Ensure systems and procedures are properly documented, meet Department standards, and follow generally accepted IT practices.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent-contingent appointment. Filling of this position is contingent upon Division of Budget approval.
