Minimum Qualifications High School Diploma; Associate’s Degree preferred; Excellent customer service and interpersonal skills; Excellent oral and written communication skills; Proficient in Microsoft Office Suite; Knowledge of the Statewide Financial System (SFS) a plus; Able to deal with multiple priorities and competing deadlines in a team setting; Ability to work alone with minimal supervision or as part of a team; Ability to quickly learn new software applications; Attention to detail a must; A satisfactory equivalent combination of appropriate experience and education as determined by the NYS Governor’s Office of Employee Relations.
Duties Description Under the general supervision of an Employee Program Associate in the Workforce Organization Development Unit (WODU), the Employee Program Assistant is responsible for assisting with the PS&T Reimbursement Program and the On-Line Learning Program. Duties include but are not limited to: Advise members of the PEF bargaining unit who apply for reimbursement through programs that exist as part of the collective bargaining agreement between NYS and PEF; Respond to and resolve non-routine inquiries; Run database queries to determine eligibility in accordance with program guidelines; Research educational providers to ensure they are approved to deliver training in accordance with program guidelines; Administer all aspects of the application approval process to ensure compliance with administrative and programmatic requirements; Approve payments, stop-payments and reconcile applications in the Statewide Financial System (SFS); Prepare close-out, tax, and other reports in accordance with agency guidelines; Extract and analyze data and draft reports on topics specific to the program assigned; Manage SharePoint platform for various project teams; Work with unit managers to develop and implement a plan for testing of online training programs; Work as a part of a team to implement a new online system to automate the education reimbursement process; Administer training evaluation process for classroom and online training programs, including creating and distributing evaluation surveys and preparing reports; Train and supervise staff.
