Minimum Qualifications Four years of working with vendors on monitoring/review of contracts and supporting documentation. 30 college credits can be substituted for each year of experience, not to exceed two years.

Duties Description The Project Assistants will assume responsibility for the following:
• Develop and process Invitation for Bids and contracts; make awards in accordance with State finance, budget, OSC and OCFS laws, rules and regulations. Monitor status of contracts.

• Possess a thorough knowledge of programmatic and fiscal guidelines for the Sandy Block Grant Project. Provide technical assistance and information to vendors, contractors and staff.

• Develop, process, review, and monitor contracts and purchase orders. Insure contracts and purchase orders are prepared in accordance with State Finance Law, OSC, OCFS, and federal requirements. Monitor contracts and purchase orders throughout the period/term, through review of documentation, e-mails, phone, and correspondence, communication with Contract Managers and vendors.

• Review claims and program reports against contracts and purchase orders, prior to submission for payments. Ensure that claims contain necessary and correct supporting documentation prior to payment in accordance with State Finance Law, OSC, OCFS, and federal requirements. Ensure that program reports are submitted and approved prior to payment and contain necessary information in accordance with OCFS, and federal requirements.

• Communicate effectively both verbally and in writing with internal and external partners. Work collaboratively toward established goals and outcomes. Oral communication is respectful, professional, and followed-up with confirming documentation. Written communication is accurate, thorough, factual, error free and professional. Dissemination of communication is within established timeframes. Conduct self in professional manner.

• Other duties as necessary and appropriate.

Additional Comments This is a temporary position for the Social Services Block Grant supplemental funding for Super Storm Sand recovery.
