Minimum Qualifications Promotion: One year as a Plant Superintendent C, Plant Utilities Engineer 4,
Maintenance Supervisor 4, or Building Maintenance Supervisor 2; OR two years as a
Plant Utilities Engineer 3, Maintenance Supervisor 3, Public Buildings Manager 2, Building
Maintenance Supervisor 1, or Regional Park Maintenance Supervisor; OR three years as
a Plant Utilities Engineer 2 or Maintenance Supervisor 2.

Duties Description The Plant Superintendent will represent the agency in planning and supervising new
construction and mechanical and electrical equipment installation. The Plant
Superintendent will be responsible for the complete management of campuses, off-site
facilities, and/or community residences. The Plant Superintendent will report to the
Supervisor of Plant Superintendents and Maintenance. Duties include:
? Develop, review, amend, and ensure the implementation of policies and procedures
related to facility physical plant/engineering and maintenance operations including:
receiving, scheduling, and tracking the progress of requested work and the
inspection of completed work; procedures for the operation of maintenance
storerooms with respect to requisition and distribution of supplies to operating
personnel, inventory system, and security; preventative maintenance procedures for
all equipment and vehicles which are the responsibility of the maintenance
department; and procedures for requesting repair work and alterations or
construction including man-hour estimates and costs.
? Inspecting new construction, pointing out deficiencies, securing corrections, and
acting as liaison officer with the applicable agency in this regard.
? Determining the need for alterations, repair, additions and replacement in the
interests of economy, efficiency, improved service, or protection of existing
property; supplying data to justify the necessary expenditure.
? Planning and assigning needed alterations, or new construction based on visual
inspections of all properties on a minimum, annually.
? Reviewing requests for new equipment or relocation of existing equipment and
advising on any building alterations called for, such as reinforcement of floors, new
electrical circuits, moving of partitions, etc., if necessary suggesting desirable
substitutions.
? On new construction or major architectural changes, working with architects and
engineers; critically reviewing plans with particular reference to coordination of the
new work with existing buildings and facilities, safety and security requirements,
effect on volume of maintenance work, and resultant personnel cost.
? Supervising construction work by contracted vendors; inspecting work in progress
and on completion for workmanship, materials, and adherence to contract plans
and specifications; on non-state contract work, developing plans, composing
technical contract provisions, reviewing competitive bids, and supervising
construction.
? Directing and supervising the preparation of the annual budget estimate for
Community Minor Maintenance (CMM) and the preparation of reports on the status
of all maintenance work.
? Contribute to the design of construction related to CMM projects.
? Responsible for maintenance staff development and necessary training to ensure
goals of the Department are achieved while abiding to all applicable standards of
regulatory agencies, including but not limited to environmental and safety and
health aspects.
? Candidate will be trained in supervisory level procedures as related to Asbestos
Containing Materials, NYS Uniform Building Code, and Life Safety Code.

Preferred Requirements:
? Working knowledge of the methods, materials, tools and equipment used in the
trade or trades to which assigned.
? Working knowledge of safety standards and procedures.
? Will be required to train and supervise others.
? Will be required to plan and lay out work, develop time and material lists for
projects assigned.
? Will be required to read and interpret plans, codes, diagrams, architectural
blueprints and specifications.
? Computer Skills required.
? Valid NYS driver’s License
