Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must have one year of permanent competitive or 55b/c service as a Program Research Specialist 2 OR one year of permanent competitive or 55b/c service in a title allocated at SG-16 or above deemed eligible for transfer under Section 52.6 of the Civil Service Law OR be reachable on the Civil Service list for this title.
Section 70.4 Transfer – A candidate may be eligible for nomination for Section 70.4 transfer to Program Research Specialist 2 if they have standing on the Civil Service eligible list for this title and are currently a New York State employee in a title allocated at Grade 16 or higher.

Duties Description The New York State Education Department’s Office of Higher Education is seeking candidates for the position of Program Research Specialist 2 in the Office of Postsecondary Access, Support and Success (OPASS). This Office is responsible for assisting students in the preparation for, access to, and support of their efforts during and the successful completion of a postsecondary program, certificate or degree. Under the direct supervision of the Supervisor of Higher Education Programs, the incumbent of this position will assist in the collection and analysis of data, interpret and report on findings and develop recommendations for modifications to achieve the objectives of OPASS programs. Other duties of this position include, but are not limited to, the following:

• Assist with data collection, analysis, evaluation, and reporting on state and federal educational opportunity and career and technical education programs, and carry out segments of larger projects related to higher education data;
• Assist with planning data collection methods for specific projects related to higher education data in New York and educational opportunity and career and technical education programs;
• Assist with selecting appropriate research methods to follow in analyzing and evaluating higher education data, considering the character and sources of both federal and state data and the statistical tools to be used;
• Assist with identifying actual and potential problem areas, trends, program accomplishments, and additional key factors in the collection and analysis of data on higher education institutions;
• Assist with analyzing and interpreting statistical data to identify significant differences in relationships among data from educational opportunity and career and technical education programs;
• Assist with assessing statistical methods and procedures used to obtain higher education data to ensure validity, applicability, efficiency, and accuracy;
• Assist with performing descriptive and multivariate statistical analyses of higher education data, using computer software and prepares tables, graphs, fact sheets, and written reports summarizing research results;
• Assist in reviewing project proposals, reports and applications for educational opportunity and career and technical education programs submitted by local agencies and postsecondary institutions for completeness and compliance with Federal and State regulations;
• Explain new regulations and provide general information to various groups, such as institutional research staff, deans, grants officers, project coordinators and program directors;
• Assist in developing and preparing reports on educational opportunity and career and technical education programs to the Regents, Commissioner, Governor and Legislature, as appropriate; and
• Maintain familiarity with appropriate State legislation and regulations and conduct review and analysis of proposed legislation and regulations for recommendations to amend legislation and regulations.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Filling of this position is contingent upon Division of the Budget approval.

*Leads to a salary of $66,494 based on annual performance advances.
