Minimum Qualifications To be considered, candidates must have:

1. An appropriate professional degree, and New York State licensure/certification where applicable,*

AND

2. Seven (7) years of responsible administrative management or supervisory experience providing service to people diagnosed with mental illness, including at least one year in an administrative/management position comparable to an executive staff level position in a psychiatric center, research institute, or developmental center. **

*Physician applicants who possess a N.Y.S. limited permit and who are licensed in another state or possess a Canadian license issued on the basis of a written examination may be considered for appointment while applying for New York State licensure. Continued employment is contingent upon maintaining a current New York State limited permit or obtaining full N.Y.S. licensure.

**Physicians may substitute two (2) years of experience at the Chief of Service level for the one (1) year of executive level experience. Certification in Psychiatry issued by the American Board of Psychiatry and Neurology or clearly equivalent certifying body is preferred for physician applicants.

Additionally, all candidates must be eligible to participate in Federal health care programs (e.g., Medicaid). Individuals excluded from participation in these programs will not be considered.

Background Investigation and Fees:

All prospective employees will be fingerprinted and undergo a complete Criminal Background Check against New York State and federal criminal history records. Candidates will also be subject to a check against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs, and the Statewide Central Register of Child Abuse and Maltreatment (SCR) maintained by the Office of Children and Family Services (OCFS). Candidates may be required to pay the fees associated with these background checks. Employment is contingent upon your complying with and satisfactorily meeting these background investigation requirements.

Duties Description The Executive Director serves as the Chief Executive Officer of both EPC and GBHC. Through general supervision and close collaboration with the facility cabinets, the incumbent is responsible for all clinical and non-clinical programs and activities of the psychiatric centers and for all community-based programs. In concert with and working through the cabinets, the Executive Director is responsible for providing administrative leadership and direction of all operations, programs, and policies. The Executive Director reports directly to and works closely with Central Office State Operations, along with area local government units, the network of community providers, and the local Field Office to ensure continuity of care and effective delivery of services.

Together the two hospitals work closely to provide a full range of quality outpatient and inpatient services to adults and children covering Allegany, Broome, Cattaraugus, Chemung, Chenango, Delaware, Ontario, Otsego, Schuyler, Seneca, Steuben, Tioga, Tompkins, Wayne, and Yates counties.
