Minimum Qualifications MINIMUM QUALIFICATIONS: For provisional appointment, candidates must have a Master’s Degree and seven years of progressively responsible professional experience involving comprehensive data management, qualitative or quantitative research, data analysis, data collection, data reporting, and/or development of data systems. Three of the seven years of experience must have been in the collection, reporting and/or analysis of educational data. Four of the seven years of experience must have been in a management capacity, which included at least one year of policy development or strategic planning experience. A Master’s Degree in Education may be substituted for two years of the general experience. A degree in Project Management or certification from the Project Management Institute as a Project Management Professional may be substituted for two years of the general experience. A PhD in Education may be substituted for three years of the general experience.

Duties Description The New York State Education Department’s Office of P-12 Education is seeking candidates for the position of Director of Education Data and Reports in the Office of Curriculum, Assessment and Educational Technology. This Office is responsible for New York State’s data collection, management and reporting processes, including implementing and monitoring the Department’s data collection schedule and reporting calendar for federal and State accountability for P-12 and higher education in New York State. The Office is also responsible for coordinating the policies and supports necessary for the successful integration of educational technology. Duties of this position include, but are not limited to, the following:

• Lead and implement a major reform and expansion of the Department’s educational data collection and reporting to ensure the use of best practices in data-driven classroom instruction;
• Lead the development of Department policy related to accountability, research and data analysis, collection and reporting for consideration by senior managers, the Commissioner and the Board of Regents;
• Direct the planning and development of reports to the Board of Regents and other public reports related to data-driven policy initiatives and discussions, student achievement trends and accountability issues;
• Provide overall strategic and management oversight for the collection, evaluation and implementation of all educational data including the data management work of various offices that have programmatic responsibility for education data reporting;
• Align data collection, management and reporting decisions with Board of Regents and Department business and educational policies and rules;
• Lead current P-20 data projects and directly supervise management staff responsible for the current data collection and reporting functions, including the creation of data definitions, data standards and annual calendars;
• Lead collaborative data policy and practice committees with regional and local school district personnel;
• Oversee technical assistance and training to key stakeholder groups;
• Lead the SED Data Management Board to oversee the proper use and dissemination of education data;
• Direct and oversee the work of project managers and vendors involved in building a process or performing a service as part of the data collection and reporting function;
• Develop systems to effectively communicate data policy and practices to all affected parties in the field;
• Lead statewide advisory group meetings to ensure that all data collection statewide is consistent, timely and accurate;
• Participate in national forums related to accountability, data collection and education research;
• Manage a comprehensive Higher Education Data System that collects and distributes information on the quality and status of higher education in New York State;
• Lead and provide the vision for the integration of educational technology, including the communication and management of funding opportunities related to educational technology and connectivity; and
• Manage a statewide data and educational technology customer service center to provide the necessary customer support required for the implementation and use of data and educational technology.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a provisional appointment. Filling of this position is contingent upon Division of Budget approval.

* Leads to a maximum salary of $130,350 based on annual performance advances.
