Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must have one year of permanent competitive or 55b/c service as an Administrative Assistant OR one year of permanent competitive service in a title SG-16 or above eligible for transfer to the Administrative Assistant title under §52.6 or §70.1 of the Civil Service Law OR have one year of permanent competitive service in a title SG-13 or above eligible for transfer to the Administrative Assistant Trainee title under §70.1 of the Civil Service Law OR be reachable on the PCO, PATT, or PMI eligible list. Appointees from the PCO, PATT, or PMI lists require completion of a two-year traineeship. Some transfers may also require completion of a traineeship.

Section §70.4 Transfer – A candidate may be eligible for nomination for §70.4 transfer to Administrative Assistant Trainee 1 if they have standing on the eligible list and are currently a New York State employee in a title allocated to SG-11 or higher.

Duties Description
The New York State Education Department’s Office of Higher Education is seeking candidates to fill an Administrative Assistant position in the Office of College and University Evaluation (OCUE). This Office assesses the compliance of public, independent, and proprietary degree-granting institutions and the programs of study they offer with the standards of quality set forth in law, rule, and regulation. The incumbent of this position will provide support to executives and program managers by managing business services, conducting special studies and research projects, and managing office and support activities. Duties of this position include, but are not limited to, the following:

• Coordinate activities related to the Board of Regents and Commissioner’s responsibilities as a United States Education Department (USED) recognized institutional accrediting agency;
• Coordinate and manage the application review schedule for institutional accreditation by the New York State Education Department (SED), the Regents Advisory Council on Institutional Accreditation, the Board of Regents and the Institutional Accreditation Appeals Board;
• Serve as liaison with the Regents Advisory Council on Institutional Accreditation;
• Maintain accreditation records as prescribed by USED;
• Prepare and submit postings to the State Register as required by Regents Rules;
• Coordinate preparation of materials for submission to the Board of Regents;
• Coordinate process for receipt and review of annual reports from accredited institutions;
• Coordinate and manage the process for receipt of and responses to complaints filed concerning degree-granting institutions;
• Monitor institutions’ compliance with Article 129-A of the Education Law, pertaining to campus security;
• Manage the process for canvassing NYS Colleges and Universities concerning master plan amendments as required by statute, including preparing and transmitting canvass materials, managing the process for accepting and considering responses to canvasses and coordinating public hearings when requested;
• Manage a tracking system for OCUE’s receipt and completion of program registration responsibilities, including data reporting from that system;
• Coordinate with SED’s office of Information Technology Systems regarding SED’s Inventory of Registered Programs;
• Manage responses to Freedom of Information Law (FOIL) requests received by OCUE;
• Serve as key liaison with Deputy Commissioner’s office concerning preparation and submission of materials for meetings of the Board of Regents and assignments to OCUE;
• Coordination of the OCUE’s personnel activities; and
• Other assignments as required.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Filling of this position is contingent upon Division of Budget approval.

*Leads to a maximum salary of $66,494 based on annual performance advances.

The salary listed above applies to candidates appointed to Administrative Assistant, SG-18. The hiring rate for candidates appointed to Administrative Assistant Trainee 1 starts at $39,719, and for current NYS employees, is based on the candidate’s salary at the time of hire. Candidates hired into a traineeship will be advanced to Administrative Assistant upon successful completion of a two year traineeship.
