Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must have one year of permanent competitive or 55b/c service as an Associate in Educational Planning and Evaluation OR be reachable on the Civil Service eligible list for this title.

Duties Description The New York State Education Department’s Office of P-12 Education is seeking candidates for an Associate in Educational Planning and Evaluation position in the Office of State Assessment. This Office is responsible for the development of examinations for elementary, intermediate and high school students. The incumbent of this position will develop statewide plans, policies and reports on educational issues, provide technical assistance to educational stakeholders and support units within the Department in instructional technology, educational programs and administration. Other duties of this position include, but are not limited to, the following:

• Research and analyze state and national standards and educational programs;
• Propose and conduct policy and analytical assessment studies and recommend changes to the New York State testing programs;
• Prepare special reports and technical reports on educational and assessment issues to inform testing policy;
• Analyze reports submitted by an organization or testing company to ensure test compliance with all applicable aspects of assessment development, administration, and evaluation;
• Work with Department test development and content professionals to develop test specifications, claims and evidence, performance level descriptions, passage selection and review criteria, item writing and review criteria, and other documents that ensure procedural validity of new State tests;
• Research and prepare reports for Technical Advisory Committee (TAC) meetings on testing and education issues or topics for discussion and present various documents, issues and recommendations to the TAC; and
• Provide administrative and program support to other Department units and offices as well as schools and professional organizations on NYS assessments, standards and curriculum.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be permanent appointment. Filling of this position is contingent upon Division of the Budget approval.

*Leads to a maximum salary of $97,632 based on annual performance advances.
