Minimum Qualifications Eight or more years of experience in IT systems development, at least four of which must be in the development and support of enterprise Oracle Siebel CRM environments. A bachelor’s degree may substitute for four years of the general systems development experience.

Preferred Experience

• Four years of hands-on experience installing, designing, developing and deploying enterprise scale Oracle Siebel CRM environments using Siebel Tools and Developer Web Client installation and configuration – at least 36 months of which is in Siebel 8.x
• Four years of experience in system monitoring and performance monitoring and tuning of highly available and interactive Siebel enterprise systems – at least 36 months of which is in Siebel 8.x
• Four years of experience with Siebel Configuration Process Tools, edit object definitions, business layer configuration, data layer configuration, configure drill downs, applets, views and screens, extend application usability
• Four years of experience with Siebel EIM architecture, EIM jobs, imports and updates, data mappings, controlling processing and logging, populating extension columns, data conversion, data cleansing, and processes to manipulate data to meet Siebel requirements
• Three years of experience in migration of Siebel 8.x enterprise applications between Siebel 8.x environments
• Three years of experience with Siebel Biztalk integration, NIEM mapping standards and use of Siebel EAI and Web services
• Three years of workflow development experience in Siebel CRM
• Three years of experience in jQuery, JavaScript, Siebel web templates, .net
• Two years of experience with Oracle’s Siebel CRM Public Sector 8.x in windows environment and using Oracle 11g database
• One year experience in Siebel Open UI Client

Duties Description Under the direction of the Assistant Director Information Technology Services, this position will lead a group of developers that are part of the cluster’s resource pool. They will perform Siebel environment administration and system configuration and mentor others in those skill areas and be responsible for supervision, direction, project management, implementation and technical leadership of the Disabilities and Aging Cluster’s Siebel technology platform and other technologies.

Duties include, but are not limited to, the following:

• Configure, install, upgrade and maintain an Oracle Siebel CRM 8.1 environment that is installed on a MS Server Environment. Assist developers and DBA’s with various Siebel Integration Points and activities.
• Monitor Event Logging in Siebel and resolve issues.
• Develop/modify/deploy and troubleshoot/resolve issues within the Siebel System and Overlying application.
• Work with various departments to develop or assist in producing analytics/reports.
• Work diligently with agency users and staff to analyze and define technical requirements to be able to design and implement new technologies or improve upon existing technologies.
• Provide oversight and direction to ensure the success of new application initiatives or enhancements to existing application software. Ensure that all software and/or activities are consistent with applicable laws, polices and established standards.
• Participate in the design, development or enhancement of relevant applications.
• Ensure all relevant software is properly maintained, monitored, analyzed and evaluated in order to maintain peak efficiency and improve availability and performance.
• Work in conjunction with state and non-state entities to insure the HHS Cluster is meeting and satisfying mandated security requirements.
• Work closely with outside vendor technical support and HHS Cluster staff to schedule proactive maintenance as well as remedial bug fixes and issues.
• Conducts and/or participate in meetings with management, users and ITS staff in order to make decisions regarding new technologies and/or the integration of current technologies into existing or upcoming projects.
• Assign tasks, duties and projects within the unit as required.
• Participate in the preparation of the budgetary needs for upcoming fiscal years.
• Provide reports, statistics and recommendations to managing supervisor.
• Perform the full range of supervisory responsibilities.

Additional Comments This Office of Information Technology Services position will be assigned to work within the Disabilities and Aging Cluster. Please note this is a temporary appointment with a projected term of 18 months.
