Minimum Qualifications 52.6 Transfer Qualifications: This position is designated administrative under Section 52.6 of the Civil Service Law and may be filled by administrative transfer under that section. Source titles from which transfer may be made, must be designated administrative and be within two salary grades of the target title.
70.1 Transfer Qualifications: You may be eligible for a Section 70.1 transfer if you have one year of permanent, competitive service in one of the following transfer eligible titles: Employment Services Representative, Grade 18; Supervising Labor Services Representative, Grade 20, Jobs Program Specialist, Grade 16; Labor Services Representative, Grade 16, Labor Services Representative (parenthetics), Grade 16; Unemployment Insurance Reviewing, Examiner, Grade 16;
Or have successfully completed a traineeship to a permanent, competitive title of Jobs Program Specialist, Grade 16; Labor Services Representative, Grade 16; Labor Services Representative parenthetics, Grade 16 and Unemployment Insurance Reviewing Examiner, Grade 16.
Please note: Labor Services Representative, DVOP, Gr. 16, is not an eligible 70.1 transfer title.
70.4 Transfer Qualifications: Candidates with one year of permanent, competitive service at salary grade 11 or higher AND a Bachelor’s degree AND a passing score on either the Professional Career Opportunities (PCO) or the Public Administration Transition Test (PATT) may be considered for 70.4 transfer to Workforce Programs Specialist Trainee 1, eq.-13.
Duties Description Standard Duties: The Workforce Programs Specialist 1 duties include but are not limited to: assisting in the development, monitoring, and management of workforce development and training programs, apprenticeship programs, contracts and proposals, including the review of contractual data and contract modifications. A Workforce Programs Specialist 1 will also prepare detailed analysis as needed and provide technical assistance and guidance to contractors, program operators, workforce development partners, and other agencies to ensure compliance with applicable laws and regulations. They may also review and analyze pending and enacted federal and State legislation, federal regulations, as well as technical advisories and bulletins.

TWO Contingent Permanent and TWO Permanent positions.
First year Trainee 1 equated to Grade 13 ($39,713). Second year Trainee 2 equated to Grade 14 ($41,993). Upon successful completion of two year traineeship, advance to full level Workforce Program Specialist 1, Grade 18 ($52,293).
