Minimum Qualifications Permanent Transfer Candidates: Current DOH employee with permanent or contingent-permanent competitive status as a Public Health Nutritionist 1; OR New York State employee with one year of permanent or contingent- permanent competitive service in a title at or above a grade 20 and eligible for transfer under section 70.4 of the Civil Service Law by meeting the open competitive minimum qualifications listed below.
Provisional Candidates: Open Competitive Minimum Qualifications: Currently registered with the Commission on Dietetic Registration, the credentialing agency for the American Dietetic Association AND two years of full-time, professional experience, after successful completion of the Registered Dietitian exam, in the field of nutrition or dietetics, including one year experience as a nutritionist or dietitian in a public health or community nutrition program; or in a governmental agency in the oversight and review of health care/ health related facilities licensed by a state department of health or federal health agency; or in a health care facility licensed by a state department of health. Substitution: A Master’s degree in public health with a major in nutrition, a master’s degree in nutrition with emphasis in public or community health, or a master’s degree in applied human nutrition with six graduate credits in public health may be substituted for one year of the required general experience.

Preferred Qualifications:

The preferred candidate would have progressively responsible professional work experience in a large, multifaceted public health nutrition program with excellent communication, analytical and organizational skills and a strong command of technology solutions that support efficient program operations. Ability to work independently and handle multiple priorities.

Duties Description The Public Health Nutritionist 1 (PHN 1) will report to the Public Health Nutritionist 2 (PHN 2) in the Food Delivery & Vendor Management Section (FDVMS) within the Bureau of Supplemental Food Programs (BSFP). BSFP administers the Special Supplemental Food Program for Women, Infants and Children (WIC) and the Farmers Market Nutrition Program. FDVMS is responsible for all activities associated with vendor including: foods and formula, vendor contract management and banking functions. Duties will include vendor policy and procedure development, interpreting State and Federal Regulations, implementation and evaluation of program services. The PHN 1 will participant in the development of changes to the WIC Statewide Information System (WICSIS) vendor subsystem modifications including table maintenance changes, business rules, specifications, build notes and testing. In addition, the PHN 1 will also be involved in the development and transition to a new statewide information/Electronic Benefit Transfer (EBT) system expected to be implemented in the next few years. The PHN 1 will participate in the organization, coordination, and implementation of training initiatives for State and local vendor management agency staff. Development of training and resource materials for vendors, vendor management agencies and stakeholders. The PHN 1 will be familiar with other FDVMS units responsible for banking and vendor contract management efforts. This PHN 1 will provide nutrition expertise and guidance in decisions and approvals for foods identified on the NYS WIC Acceptable Foods and Formula Card.

Additional Comments Contingent-permanent, full-time. Occasional statewide travel, including overnights and travel to areas that may not be served by public transportation is required. 70.4 transfer and provisional candidates will be required to take and pass the next holding of the Civil Service PHN 1 examination. Provisional candidates must be eligible for appointment from the resultant eligible list to maintain continued employment as a PHN 1.
