Minimum Qualifications The New York State and Local Retirement System (NYSLRS) has embarked on a multi-year initiative, called the Redesign Project, that will require significant investment to redesign its business processes and legacy systems, replacing them with an integrated, customer focused, information system that facilitates its work.
When the Redesign Project is complete, NYSLRS will possess a modern information system, ready to meet the needs of its customers and stakeholders in a secure, flexible and stable environment.

Minimum Qualifications
At least ten (10) years experience as a Database Administrator including the following:

o At least three (3) years supervising in an IT environment
o A minimum of three (3) years utilizing Oracle, which encompasses installing, upgrading, and supporting Oracle database software and the associated Oracle Technology stack in a multi-tier environment.

A bachelor’s degree in Computer Science or a related field may be substituted for four (4)
years of the general experience.

Duties Description Under the general direction of the Technical Services Assistant Director, the role of the Database Administration Manager is to supervise Redesign DBA project staff ensuring that they excel at meeting their deliverables. The Database Administration Manager is accountable for the performance of the staff and temporary staff augmentation staff and has full supervisory authority to fulfill this responsibility. The Database Administration Manager will oversee the supervision of DBA support project activities, assist in project planning and status reporting, the preparation of supervisory reports, as necessary, and assist in monitoring the full lifecycle of project management strategies, processes and techniques (e.g., workload planning, change management, procurement and contract management, etc.) that must be successfully deployed to ensure project success.

The Database Administration Manager is the Retirement Division’s third level liaison to vendors that will be procured for this project including, but not limited to:

• Line of Business (LOB) Solution Vendor – responsible for the activities to replace the current information system at NYSLRS, including but not limited to:
o Project planning and management
o Technical and business requirements development and detail design
o Hardware/software installation and configuration
o Training & documentation
o Testing
o Implementation of phased roll-outs
o Change management activities, and
o Warranty and post-implementation support

• Quality Assurance (QA) Vendor – responsible for the quality assurance aspects of the project including, but not limited to the review of all deliverables from the LOB Solution Vendor during all stages of the project, and advise NYSLRS on potential problems, including security concerns, in an effort to provide a quality solution.

• System Security Testing Vendor – responsible to provide application and security testing services that shall validate the integrity of NYSLRS high quality product, including but not limited to:

o Vulnerability Testing – Automated/Scripted reviews of the system configuration, software levels and patching that correlate to known security weakness
o Intrusion Testing – Active attempts to demonstrate that vulnerabilities or combinations of deficiencies will lead to actual or potential loss of data, elevated rights, incorrect rights, or other system failures

The Database Administration Manager will also oversee the development and tracking of progress against project plans, schedules and events.

In addition, particular emphasis must be placed on ensuring the transfer of knowledge and skills from all vendors to the project team, legacy staff and OSC CIO staff.

Under the direction of the Technical Services Assistant Director, the Database Administration Manager will be responsible for, but not limited to, the following:

• Define the complete customer solutions and database administration services to configure and maintain large Oracle environments, including capacity planning and designing solutions to meet high availability, scalability, and disaster recovery requirements;
• Together with Software Administration staff, direct the implementation and/or upgrades of Oracle Application solutions for the NYSLRS Project;
• In partnership with relevant CIO IT managers, design, plan and specify the requirements for this large Oracle environment in a manner that considers overall OSC CIO capacity and requirements and grows it accordingly;
• Assist in coordination of CIO staff to ensure they understand the full impact of database management system enhancements as they relate to OSC, developing and monitoring SLAs (Service Level Agreements) where necessary to ensure that work is accomplished in a coordinated, well-planned manner and meets expectations;
• Assist in oversight of troubleshooting and data conversion activities utilizing knowledge of underlying Oracle/PeopleSoft database architecture with regard to CRM module schemas/products, standard (API’s) application program interfaces, data elements, tables , and views;
• Identify tools and techniques within the Oracle Application in designing solutions for the NYSLRS Project;
• Assist in oversight of the performance of the following Oracle Database Administration activities:
o Configuration
o Load balancing
o Backup/recovery
o Sizing and space management
o PL/SQL tuning
o Diagnostics
o Disaster planning

Additional Comments PREFERRED QUALIFICATIONS:
Demonstrated experience administering the following software:

• Oracle Database 11gR2, including:
o Oracle Data Guard
o RMAN
o OEM Grid Control
o Real Application Clusters (RAC)
o Oracle Partitioning
o Advanced Security Option
o Database Vault
o Audit Vault
o Advanced Compression
o Various Oracle management packs (candidate should specify management packs in which they are experienced)
o Grid Control IAM Management
