Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

A viable eligible list may not exist in this location and NYSDOT may be authorized to make a provisional appointment at this location. Candidates appointed provisionally must take and pass the next scheduled Civil Service examination, and be reachable on the resulting eligibility list, or their employment in the position (may have hold item) will end. In order to be considered for provisionally appointment, applicants must meet the minimum requirements for appointment as indicated below:

Promotion requirements
Candidates must be a qualified employee of New York State and have one year of permanent competitive or 55-b/55-c service in a drafting, engineering, or mapping position allocated to SG-15 or higher.

* Stationary Engineer or Plant Utilities Engineer are not qualifying for this examination.

Open Competitive requirements
Candidates must have six years of civil engineering experience related to highways/roadways, bridges, airports, railroads, waterways, or traffic management and safety systems AND an Engineer-in-Training Certificate resulting from successfully passing the Fundamentals of Engineering licensing examination (FE).

*Experience limited to stationary engineering technology, building construction technology, surveying, and drafting is NOT qualifying.

Substitution

Either 1. college course work in civil engineering, civil engineering technology or transportation engineering may be substituted for up to four years of experience at the rate of 30 semester credits equaling one year of experience;

Or 2. college course work in highway construction technology may be substituted for up to two years of experience at the rate of 30 semester credits equaling one year of experience.

In addition, a master's degree in civil or transportation engineering may be substituted for one additional year of experience.

Duties Description This position will function as the Assistant Resident Engineer. Under the direction of the Resident Engineer (Transportation Maintenance Engineer), the Assistant Resident Engineer will be responsible for assisting in the overall operation of the residency. This will include, but is not limited to, managing residency resources, managing snow & ice operations and contracts, managing event response, participation in the development of the capital program, and representing the Department with local officials, other government agencies, and the public.
This position may require work to be performed outside of core hours including nights, weekends and holidays.
Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
