Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment, candidates must have one year of permanent competitive or 55b/c service as an Education Finance Specialist 3 OR one year of permanent competitive service in an accounting/auditing title SG-23 or above eligible for transfer to the Education Finance Specialist 3 title under §70.1 of the Civil Service Law.

Duties Description The New York State Education Department’s Office of P-12 Education is seeking candidates for the position of Education Finance Specialist 3 in the Office of Accountability. The Office of Accountability oversees accountability of schools and Local Educational Agencies (LEAs) in New York State for student academic results and the use of Federal Elementary and Secondary Education Act (ESEA) funds. The Office works to close the achievement gap by identifying and supporting schools and LEAs that are low-performing, as well as those interested in replicating the best practices of the State’s high performing and high progressing schools and districts. The incumbent of this position will serve as the fiscal advisor to the Title I Team. Responsibilities will include conducting fiscal reviews of documentation provided by Local Education Agencies (LEAs) to determine compliance with federal funding requirements, oversight of data collection for federal reports, and participation in the development of expenditure plans and Request for Proposals. Other duties of this position include, but are not limited to, the following:

• Provide statewide technical assistance to LEAs on the fiscal regulations governing the preparation of grant applications and budgets for Titles I, IIA and VI;
• Assist in the review of approximately 120 Consolidated Applications, budgets and budget amendments to determine program and fiscal compliance for Titles I, IIA and VI;
• Assist in developing fiscal–related protocols for Desk Audits and field monitoring;
• Participate in Title I and Title IIA on-site statewide fiscal compliance monitoring and prepare finding reports;
• Oversee data collection for approximately 66-100 districts eligible for Title VI and coordinate submission to the United States Department of Education;
• Assist in the preparation of expenditure plans to identify allowable activities to be supported by Title I discretionary funds;
• Develop an instrument, and oversee the process for collecting data from approximately 900 LEAs on the Title I Supplement Form to determine program compliance;
• Serve as liaison to the Grants Management Office to resolve issues concerning budgets and budget amendments;
• Participate in the development of Request for Proposals (RFP) design, review and follow-up;
• Prepare Fiscal Management forms and provide technical assistance and support to consultants regarding the payment process; and
• Supervise staff.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Filling of this position is contingent upon Division of the Budget approval.

*Leads to a salary of $94,834 based on annual performance advances.
