Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment, candidates must have 1 year of permanent competitive or 55b/c service as an Education Program Assistant 1 OR for appointment to Education Trainee 1, have one year of permanent competitive or 55b/c service as an Agency Program Aide or an Administrative Aide OR be reachable on the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list OR be reachable on the Professional Career Opportunities (PCO) eligible list OR be reachable on the Public Management Intern (PMI) list. Transfer candidate and appointees from the PATT, PMI, or PCO lists must serve a two-year traineeship that leads to the Grade 14 salary level.

Duties Description The New York State Education Department’s Office of Adult Career and Continuing Education Services (ACCES) is seeking to fill an Education Program Assistant 1 position in the Bureau of Proprietary School Supervision (BPSS). The incumbent will work under the direct supervision of an Education Program Assistant 2 and will work with staff in various BPSS units. Major responsibilities of this position include, but are not limited to, the following:

• Review school director and school license applications and communicate deficiencies to applicants;
• Assist the Education Program Assistant 2 with coordination, review, and approval of school and personnel applications;
• Provide licensing presentations at the semi-annual Directors’ Course and at various technical training workshops;
• Manage and track the status of school license applications using online Access databases and hard copy files;
• Respond to written correspondence, emails, and telephone inquiries;
• Assist with data collection for Freedom Of Information Act requests, as well as requests from various state and federal agencies;
• Assist the Education Program Assistant 2 with design and testing of prospective data systems; and
• Assist the Education Program Assistant 2 with various Licensing Unit projects and communications to BPSS customers.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Limited in-state travel will be required. Filling of this position is contingent upon Division of the Budget approval.

The salary listed above applies to candidates appointed to Education Program Assistant 1, SG-14. The hiring rate for candidates appointed to Education Trainee 1 starts at $35,535, and for current New York State employees, is based on the candidate’s salary at the time of hire. Candidates hired into a traineeship will be advanced to Education Program Assistant 1 upon successful completion of a two year traineeship.

§70.4 Transfer – A candidate may be eligible for nomination for §70.4 transfer to Education Trainee 1 if they are currently a New York State employee AND have one year of permanent competitive or 55b/c service in a title SG-09 or higher AND have a standing on the PCO eligible list or the PMI eligible list.

*Leads to a maximum salary of $53,606 based on annual performance advances.
