High School Diploma or GED.

AND

Two (2) years of permanent service in a position allocated to a State Salary Grade (SG) 6 or higher with knowledge of, or experience in, office administration tasks or clerical functions such as bookkeeping, accounting, telephone communication, preparation of correspondence, scheduling of meetings, data entry or similar duties;

OR

Four (4) years experience in a clerical position using math, bookkeeping, Microsoft Office Suite, basic reading and writing, bookkeeping, accounting, telephone communication, preparation of correspondence, scheduling of meetings, data entry or similar duties.*

AND

In accordance with NGB standards, will be required to obtain and maintain a favorable background investigation, and have an appropriate clearance to allow access to computer networks and restricted areas to determine suitability, loyalty, and trustworthiness. Minimally a National Agency Check with Inquiry (NACI) will be completed - dependent on current regulation, a SECRET clearance may be required.

Duties and Responsibilities:

The position of Clerk 2 provides clerical support within the State Human Resources Directorate and will perform complicated clerical processing and records maintenance activities in support of a technical, administrative or management operation. Clerical tasks require an understanding of the purpose of the transactions which are dictated by a number of procedures, rules, regulations and guidelines. The incumbent will handle a significant amount of confidential correspondence and communication. The Clerk 2 will have extensive interaction with personnel throughout the agency and must be able to effectively provide professional customer service at all times. Excellent computer and administrative skills are essential to be successful In the position.

The position performs responsibilities in accordance with DMNA and labor agreement policies and procedures, and where applicable, requirements and standards of the National Guard Bureau (NGB) – current and as amended. Responsibilities may include but are not limited to the following:

•Provide clerical assistance to supervisors or senior staff within the unit.

•Process clerical transactions for a program governed by multiple procedures, rules and regulations. Use knowledge of program as the basis to make decisions and resolve problems. Must understand the purpose of the transaction, not just the clerical process.

•Audits and reconciles employee time cards.

•Assists in the processing of the State Active Duty payroll.

•Maintain manual or automated records. Set up records maintenance systems and develop procedures for their use.

•Design clerical processing procedures. Regularly evaluate procedures and initiate or recommend modifications to improve operations.

•Gather, compile and prepare data for various reports, publications, records, etc. Design formats for various reports and forms.

•Prepare correspondence, records and other written material.

•Has frequent interaction with, and will respond to questions from, various entities such as other units, agencies or the public in relation to program area.

•Review forms or applications for subject matter content, completion and accuracy within program segment of expertise and make appropriate determination. Gather additional information as necessary.

•Performs general office duties such as filing, scanning, faxing, etc.

•Operate office equipment such as computers, photocopiers, fax machines, etc.

•May be required to attend training.

•Overtime may be required.

•Travel may be required.

•Other job related duties as assigned.

Knowledge, Skills and Abilities:

•Must be proficient in Microsoft Office Suite.

•Ability to read, understand and apply laws, procedures, rules, regulations and guidelines where there are not clear precedents or procedures previously established.

•Ability to prepare reports.

•Ability to set up and use manual and electronic office record keeping and filing systems.

•Ability to perform tasks accurately within prescribed time frames.

•Ability to communicate effectively in writing and orally.

•Ability to work independently or with other individuals in a project/team setting in accordance with supervisory guidance and direction.

•Ability to get along with and interact well with different groups of people, including co-workers and management comprised of both Federal and State personnel.

•Ability to read and write in English.
