Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment, candidates must have one year of permanent competitive or 55b/c service as an Associate in Education Improvement Services OR be reachable on the Civil Service eligible list for the title. If the eligible list has fewer than 3 acceptors, a provisional appointment may be considered. For provisional appointment, candidates must have must have one year of permanent competitive or non-competitive 55b/c service as an Assistant in Education Improvement Services OR a master's degree AND five years of professional experience in an agency or organization working with elementary, middle or secondary schools in the provision of technical assistance or in the development or implementation of educational programs or educational grants OR possession of New York State permanent or professional certification in classroom teaching, administration and supervision, or school service AND five years of professional experience in a public school teaching common branch subjects in grades Pre-Kindergarten to 5 or teaching academic subjects (English, a language other than English, mathematics, science or social studies) in grades 7-2; or professional experience working with students in the areas of early childhood and parent education, guidance counseling, school social work, or attendance improvement/dropout prevention.

Duties Description The New York State Education Department’s Office of P-12 Education is seeking candidates for the position of Associate in Education Improvement Services in the Office of Accountability. The Office of Accountability (OA) oversees accountability of schools and Local Educational Agencies (LEAs) in New York State for student academic results and the use of Federal Elementary and Secondary Education Act (ESEA) funds. The Office works to close the achievement gap by identifying and supporting schools and LEAs that are low-performing, as well as those interested in replicating the best practices of the State’s high performing and high progressing schools and districts. The Office implements New York’s ESEA accountability flexibility waiver and the provisions of Commissioner’s Regulations through the assignment of Integrated Intervention Teams (IIT) that compare Priority and Focus School and District practices to the optimal conditions of learning, as defined by the Diagnostic Tool for School and District Effectiveness (DTSDE) rubric and make recommendations for school and district improvements.

The selected candidate for this position will perform duties in the District and School Review Unit (“the Unit”), within the OA. The position is on the Downstate Review Team, which is one of four teams in the Unit. This team is primarily responsible for the implementation of the DTSDE process and protocols. Each year the team provides technical assistance pertaining to the DTSDE to approximately 250 schools and districts, completes desk audits, coordinates school/district visits and participates in field reviews. The primary focus of the team’s work involves providing targeted intervention support to districts in need of improvement and designated as Focus Districts, as well as the lowest performing schools in the State designated as Priority Schools and Focus Schools. In addition, the team provides assistance in the preliminary review of District Comprehensive Improvement Plans (DCIP) and School Comprehensive Education Plans (SCEP) to support other offices within the OA. The duties of this position include, but are not limited to, the following:

• Participate in activities to implement the DTSDE process and protocols;
• Coordinate and attend school/district visits, as scheduled per the approved ESEA waiver;
• Complete tracking materials to communicate the pre/post status of each assigned school/district visit;
• Engage in and facilitate professional development activities related to the DTSDE process;
• Provide technical assistance to internal and external stakeholders;
• Assist with various components set forth by the approved ESEA waiver;
• Prepare written materials to assist in the development and implementation of policies and procedures related to the various components of the District and School Review Unit;
• Undertake special assignments as directed and comply with all SED rules and policies relating to attendance and submission of required reports, travel vouchers, etc.; and
• Travel is estimated to be approximately 50% of the job duties.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or provisional appointment. Filling of these positions is contingent upon Division of the Budget approval.

* Leads to a maximum salary of $97,632 based on annual performance advances.

**Plus $3,026 annual Downstate location adjustment.
