Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must have one year of permanent competitive or 55b/c service as a Program Research Specialist 3 OR be reachable on the Civil Service Program Research Specialist 3 eligible list OR have one year of permanent competitive or 55b/c service in a title SG-21 or above deemed eligible to transfer under Section 52.6 of the Civil Service Law AND possess a Bachelor's or higher level degree supplemented by nine semester credit hours in statistics, economics, econometrics, or research methods AND three years of subsequent professional research experience in the collection and evaluation of quantitative data directed toward review and analysis of program operations.

Duties Description The New York State Education Department’s Office of P-12 Education is seeking applicants for the position of Program Research Specialist 3 in the Office of Information and Reporting Services (IRS). This Office is responsible for New York State’s data collection, management, and reporting processes, including implementing and monitoring the Department’s data collection schedule and reporting calendar for federal and state reporting requirements. The incumbent of this position will perform duties related to research analysis and evaluation in support of complex agency program activities. Other duties of this position include, but are not limited to, the following:
• Manage the development of individualized verification, assessment, accountability and analysis of reports for data verification and instructional improvement;
• Develop a process to review and re-write, as necessary, the functional and technical specifications of existing data verification reports;
• Research and define which data elements need to be included and create specifications for reports related to verification reports, individual student reports and school district reports;
• Assist with the development of standards for managing and staging data;
• Collaborate and initiate contact with established groups in New York State (Project Managers, Regional Information Center Directors, “Big 5” Coordinators, Tech/Standards Group) and others with relevant input and expertise related to data collection and verification;
• Analyze, merge and manipulate large data sets, some of which have over one million records;
• Collaborate with office staff and other Department program offices to gather business needs for data collection;
• Create and maintain business rules and other documentation related to data collection and reporting;
• Work with Information Technology staff and external contractors to implement tasks;
• Provide technical assistance to stakeholders, both internal and external, regarding the work of the office;
• Coordinate data analysis and present finding as directed by managers in response to requests from Department staff, the Board of Regents, the Legislature, the Governor, and the public; and
• Supervise and evaluate staff performance.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Filling of this position is contingent upon Division of the Budget approval.
*Leads to a maximum salary of $85,635 based on annual performance advances.
