Minimum Qualifications MIMIMUM QUALIFICATIONS: Candidates must have one year of permanent competitive or 55b/c service as an Education Program Assistant 1 OR for appointment to Education Trainee 1, candidates must be reachable on the Education Department’s Public Administration Traineeship Transition (PATT) eligible list OR on the Professional Career Opportunities (PCO) eligible list OR for transfer via Section 70.1, candidates must have one year of permanent competitive or 55b/c service as an Agency Program Aide or Administrative Aide. Some transfers and appointments from the PATT or the PCO lists require completion of a two-year traineeship which leads to the EPA 1.
Section §70.4 Transfer –A candidate may be eligible for nomination for §70.4 transfer to Education Trainee 1 if they have standing on the PCO, PMI or PATT (and possess a Bachelor’s degree) eligible lists and are currently a New York State employee in a title allocated to SG-09 or higher.

Duties Description The New York State Education Department’s (NYSED) Rate Setting Unit (RSU) is seeking applicants for an Education Program Assistant (EPA) 1 position. RSU is responsible for working with providers and constituents to facilitate the rate setting process and developing reimbursement rates for approved providers of special education programs to preschool and school age students in accordance with Part 200 of the Commissioner’s Regulations. The incumbent of this position will assist in the processing of approximately 35 million dollars of Part I tuition payments from school districts and counties. Duties of this position will include, but not be limited to, the following:

• Maintain logs, create accounts, process refunds and run reports to generate collection letters for schools, school districts and counties;
• Provide technical assistance to approved pre-school and school age special education providers and related stakeholders, RSU, and P-12 staff;
• Create and run reports as needed; and
• Perform general office support functions.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Filling of this position is contingent upon Division of the Budget approval. *The salary above applies to candidates appointed to Education Program Assistant 1, SG-14. The hiring rate for candidates appointed to Education Trainee 1 starts at $35,535, and for current NYS employees, is based on the candidate’s salary at the time of hire. Candidates hired into the traineeship will be advanced to EPA 1 upon successful completion of a two-year traineeship.

*Leads to a maximum salary of $53,606 based on annual performance advances.
