Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must have one year of permanent competitive or 55b/c service as a Senior Attorney OR be reachable on the Legal Specialties eligible list OR have one year of permanent competitive or 55b/c service in a title eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law AND you must be a graduate of an accredited law school with an LLB or JD degree and/or be eligible to take the New York State Bar examination. Candidates will need to submit proof of degree.
Candidates appointed from the Legal Specialties eligible list that have less than 24 months of experience must serve a traineeship with advances at 6-month intervals until eligible for appointment at the Senior Attorney level.

*Leads to a maximum salary of $94,834 based on annual performance advances.
Duties Description The New York State Education Department’s Office of Higher Education is seeking candidates for the position of Senior Attorney in the Office of Teaching Policy. The Office of Teaching Policy supports the mission of multiple programs within the Office of Higher Education. The incumbent of this position will assist the Department in providing oral and written legal advice and services to the New York State Board of Regents, Commissioner of Education and Department staff on issues in the Office of Higher Education. Under the direction of the Deputy Commissioner for the Office of Higher Education, duties of this position include, but are not limited to, the following:
• Review and provide legal advice and counsel on issues regarding compliance with applicable State laws and regulations;
• Provide legal advice, draft proposed changes to regulations and offer counsel to Department staff and managers on issues related to educator preparation, certification and licensure, and program registration and review;
• Provide written guidance and support for teacher and school building leader programs under the direction of the Deputy Commissioner for the Office of Higher Education:
• Draft documents such as guidance to the field and policy memos relating to educator preparation, certification and licensure, and program registration and review; and
• Serve as a key liaison to the Office of Counsel on legal issues such as administrative and court proceedings challenging Department actions, policies or administrative determinations regarding educator preparation, certification and licensure, and program registration and review.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Filling of this position is contingent upon Division of Budget approval.
