Minimum Qualifications Eight years of Project Communications experience for an information technology development project. Experience with an enterprise project preferred. Bachelor’s Degree may substitute for four years of this experience. Master’s Degree or higher may substitute for five years of this experience.

Duties Description The Project Assistant will act as Communications Lead and will be part of the NY Business Express (NYBE) team within the Enterprise Business Solution Division working on a Governor’s Initiative to encourage small business development and growth. The incumbent will be responsible for developing and implementing the initiative’s communications plan for internal and external stakeholders. Additionally, the incumbent will lead change management efforts as NYBE redesigns the organization, processes and technology tools of certain State agencies.


• In consultation with NYBE leadership, develop the NYBE communications plan including stakeholder map, communication schedule and tools, and oversee the implementation of such plan.
• Use industry best practices to market, brand and communicate via the web, printed media, email, audio and other visual media to ensure stakeholders are receiving key information on NYBE development, implementation and roll out.
• Work with the NYBE UX designer and work group leaders to develop portal design and content.
• Participate in briefings on major issues to be communicated to stakeholders via email and the website.
• Act as a resource for the NYBE leadership team on the most effective methods of preparing and disseminating materials for existing and new policies, programs and activities.
• Review materials issued by NYBE staff and recommend changes in subject matter, format, media channels, and distribution.
• Work regularly with other NYBE team managers to identify communications needs, develop strategies and tactics to address these needs, and execute these tactics.
• Maintain positive relations and develop new relations with representatives of the state agencies and of interested groups and organizations; ensure that stakeholder lists are current.
• May supervise contractors, artists, graphic artists, web designers, photographers, and other in-house staff assisting on special projects.
• In consultation with NYBE leadership, develop and implement the NYBE change management plan for internal and external stakeholders to ensure smooth transition through changes in organizational structure, processes and technology.

Additional Comments This Office of Information Technology Services position will be assigned to the Enterprise Business Solutions Division. Please note this is a temporary appointment with a projected term of 18 months.
