Minimum Qualifications New York State Employees: One year of permanent service in an Affirmative Action, Minority Business, Employment Compliance, Personnel, Labor Relations, or Training position allocated at or above Grade 23.

Non-State Employees: Bachelor's Degree and four years of the experience in the field of equal employment opportunity human rights or affirmative action. Qualifying experience includes experience with community service organizations concerned with affirmative action, equal employment opportunity, civil rights or similar programs; and/or experience in Investigations or labor relations related to affirmative action. At least one year of this experience must have been at a management or supervisory level.
Duties Description The Affirmative Action Administrator 3 (AAA3) will direct, develop, and implement the equal opportunity, affirmative action and diversity programs for the New York State Department of Motor Vehicles (NYS DMV). The incumbent will have oversight of the agency’s Reasonable Accommodations Program, and direct the investigation and resolution of discrimination complaints for the agency. DMV has 27 field offices though out NYS and the incumbent will be responsible for coordination of the Affirmative Action programs statewide. The duties will include the following:
• Directs and manages the agency’s affirmative action plan, and initiatives including strategies, goals polices and reporting requirements
• Interprets and maintains a working knowledge of laws, rules and regulations and procedures pertaining to Affirmative Action and incorporating into Department policies, and initiating programs to implement polices
• Attends staff meetings with management staff of various Affirmative Action programs including recruitment and hiring process
• Directs and ensures that all programs administered by the Department are in compliance with Federal and State affirmative action laws, rules and policies.
• Develops and implements systems to monitor and measure DMV’s affirmative action plan
• Reviews and oversees investigations of internal and external complaints of violation of the Federal and State Human Rights Discrimination, EEOC brought by DMV employees or job applicants
• Oversees and interviews the witnesses and respondents and their statements; and review documentary evidence
• Prepares, and/or reviews and evaluates investigation reports, and makes recommendations for review by Legal and Executive management
• Reviews and prepares necessary findings and recommendations and prepares cases for Human Rights Hearings
• Directs and oversees outreach and recruitment activities and public recruitment for employment opportunities on agency Civil Service examinations, and other employment actions
• Oversee the agency’s Reasonable Accommodations Program
