Minimum Qualifications MINIMUM QUALIFICATIONS: For Permanent appointment candidates must have one year of permanent competitive or 55b/c service as a Senior Auditor, Auditor Trainee 2 or Auditor Trainee 1 OR one year of permanent competitive or 55b/c service in a title deemed eligible for transfer under §70.1 of the Civil Service Law. For appointment to Auditor Trainee 1, candidates must have one year of permanent competitive or 55b/c service in a title SG-12 or above deemed eligible for transfer under §70.1 of the Civil Service Law OR be reachable for appointment on the Professional Career Opportunities (PCO) eligible list or Professional Careers in Accounting and Auditing (PCAA) eligible lists. Transfer candidate and appointees from the PCO/PCAA lists must serve a two-year traineeship that leads to the Grade 18 salary level.

Section §70.4 Transfer –The candidate may be eligible for nomination for nomination for §70.4 transfer to Auditor Trainee 1 if they have standing on PCO (with a bachelor’s degree) and are currently a New York State employee in a title allocated to SG-12 or higher

Duties Description The New York State Education Department’s Office of Professions is seeking candidates to fill the position of Senior Auditor in the State Board for Public Accountancy and Certified Shorthand Reporting. This Office oversees the licensing matters of Certified Public Accountants (CPA) and Certified Shorthand Reporters. The incumbent of this position will work under the direction of an Associate Auditor to assist in the reviews of license applications and registrations, compliance with public accounting firm registration, compliance with the quality review program and continuing education audits. The duties of this position include, but are not limited to, the following:

• Conduct and review internal revenue compliance audits, report results and conduct post audit assessments;
• Conduct and review Federal government listings of CPA’s and may include Department of Labor-Employee Benefit Plan auditors for compliance; Internal Revenue Service for tax practice, Health and Human Services for audit compliance;
• Conduct and review Continuing Professional Education of licensees and sponsors for compliance;
• Audit application records for reliability, adequacy, accuracy, efficiency and compliance with all State laws and regulations pertaining to the licensing of Certified Public Accountants and Certified Shorthand Reporters;
• Compose clear and concise audit reports by gathering and analyzing accurate and relevant audit information;
• Maintain optimal knowledge and understanding of all licensing requirements for the Public Accountancy and Certified Shorthand Reporting professions;
• Monitor public accounting firms for compliance with firm registration requirements with State laws and regulations;
• Prepare documents and represent the Department during board and committee meetings;
• Assist other board staff in resolving audit or compliance findings related to the licensing of the professions;
• Assist in compiling disciplinary data for licensees and public accounting firms; and
• Provide technical assistance and assist with development written guidance for board office duties

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Filling of this position is contingent upon Division of the Budget approval. *The salary above applies to candidates appointed to Senior Auditor, SG-18. The hiring rate for candidates appointed to Auditor Trainee 1 starts at $41,993 and for current NYS employees, is based on the candidate’s salary at the time of hire. Candidates hired into the traineeship will be advanced to Senior Auditor upon successful completion of a two-year traineeship.

*Salary leads to $66,494 through annual performance reviews.
