Minimum Qualifications A Bachelor’s or higher level degree and eight years of progressively more responsible management experience, at least three years of which must be in a field related to oil and gas. This experience must include responsibility for implementation of program goals and objectives within established budgets and supervision or coordination of staff to achieve specific objectives.

Duties Description The Director, Division of Mineral Resources, advises the Deputy Commissioner of Environmental Remediation and Materials Management and the Commissioner of the Department of Environmental Conservation on the formulation of policy relative to the Department’s responsibilities for statewide management of the Division’s programs. He or she participates in formulating new legislation and regulations for those programs and takes appropriate action to secure compliance with existing law and regulations. The Director supervises the activities of the Bureaus within the Division and of staff in the nine regional programs working on matters relating to those programs. He or she coordinates with and, when appropriate, participates in the activities of the state, interstate, and federal agencies and the compacts, commissions and boards concerned with matters addressed by the Division’s programs. The Director performs all other executive functions required for the effective management and administration of the Division’s programs including budgeting and planning, program evaluation, performance evaluations, and reporting.

Responsibilities of the Division include:

Oil and natural gas exploration, drilling and production; underground storage of natural gas; bulk storage and transfer of all petroleum and its products; sand and gravel extraction, and all other mining operations that affect the surface; safety and pollution prevention of mineral operations; advising on the drilling, completion and injection phases of wells utilized for underground disposal of liquid wastes; mineral and underground storage utilized for underground disposal of liquid wastes; mineral and underground storage and leasing of State land; rules and regulations pertaining to the drilling, casing, operation and plugging of wells to prevent the escape of oil, gas, or water from one stratum into another, the intrusion of water into an oil or gas stratum, and the pollution of fresh water supplies by oil, gas, or saltwater, and to prevent blowouts, caving’s, seepages and fires; issuance of permits authorizing the drilling of new wells; under certain conditions, establishing spacing units for drilling and issues orders for the compulsory utilization of new pools and fields; conducting investigations to determine whether waste exists or is imminent; instituting and conducting hearings to determine the need for operation as a unit or an entire pool or part thereof, and where a unit operation is ordered, prescribing a plan for the unit operation; establishing regulations requiring that every person who produces, sells, purchases, acquires, stores, transports, refines or processes oil or gas in the State, keeps and maintains complete and accurate records of quantities; conducting technical and economic studies relating to oil and gas operations and preparing technical reports as a result of the studies; evaluating economic data and technical engineering reports to determine the efficiency of oil and gas operations on public lands in New York State; determining the conditions under which State lands shall be leased for the exploration and production of oil and natural gas or the underground storage of natural gas (with proper consultation with the agency having jurisdiction over the lands involved); assisting Department Counsel and the Attorney General on litigation involving oil and gas operations; cooperating with the Public Service Commission when information or assistance is requested on various aspects of inter- and intrastate problems relating to oil or gas; and assisting in the prosecution of anyone who violates the provisions of the oil and gas statute.
