Minimum Qualifications A. Experience

Five (5) years of responsible management, administrative or supervisory experience in the health services field including two (2) years as manager of one or more of the following areas functioning in support of clinical or treatment services: budget, fiscal, human resource management, affirmative action, information systems management, or support services in a general hospital, community mental health center, health care facility or a facility or agency providing services to people diagnosed with mental illness, developmental disabilities or mental retardation.

AND

B. Education

A Master's degree from a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational standards in hospital, health care, public or business administration or a related field.

OR

C. Experience

Seven (7) years of the experience described above including three (3) years as a manager as described above.

AND

D. Education

A Bachelor’s degree from a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational standards.

Duties Description Under the general direction of the Executive Director, Psychiatric Center, the DDPC 2 - Administration has responsibility for the development, oversight and day-to-day direction of all human resources management (e.g., personnel, employee relations), business office/fiscal, and support services (e.g., maintenance, physical plant, grounds, housekeeping, nutrition, food service, safety & security) of the facilities. The DDPC 2 Administration serves on a variety of committees; represents the facility with the unions in the Labor/Management environment; develops, implements and monitors the effectiveness of facility policies; and ensures facility compliance with The Joint Commission (TJC) Environment of Care and Life Safety standards, as well as TJC and Centers for Medicare & Medicaid (CMS) standards for Administrative Services.

The New York State Office of Mental Health (OMH) is seeking qualified candidates for the position of Deputy Director, Psychiatric Center 2 – Administration (DDPC 2-Administration) of the Southern Tier Psychiatric Centers, including Elmira Psychiatric Center (EPC), located in Elmira, New York, and Greater Binghamton Health Center (GBHC), located in Binghamton, New York. Together, the two hospitals work closely to provide a full range of outpatient and inpatient services to adults and children covering Alleghany, Broome, Cattaraugus, Chemung, Chenango, Delaware, Ontario, Otsego, Schuyler, Seneca, Steuben, Tioga, Tompkins, Wayne, and Yates counties.
