Minimum Qualifications Promotion: One year of permanent service in an Affirmative Action, Equal Employment Opportunity Compliance, allocated at or above M-2 or two years at M-1 or Grade 25.
Non-Competitive: Bachelor's Degree and six years of the experience described for Affirmative Action Administrator 1. At least two years of this experience must have been at a management or supervisory level.
A Master's Degree may be substituted for one year of the general experience.
PREFERRED QUALIFICATIONS:
Must have experience in the field of equal opportunity, human rights or affirmative action. Qualifying experience includes experience with community service organizations concerned with affirmative action, equal employment opportunity, civil rights, personnel administration or labor relations experience directly related to affirmative action.
Duties Description The Director of the Office of Equal Employment Opportunity/ Affirmative Action for the Office for People with Developmental Disabilities (OPWDD) is responsible for the leadership of the OPWDD Affirmative Action Office. This office supports the priorities, policies and programs of the OPWDD and ensures compliance with the EEO/AA programs. The responsibilities of this position include:
• Oversee the investigation of complaints of discrimination, retaliation and sexual harassment.
• Oversee the reasonable accommodation and religious accommodation process.
• Serve as a liaison with compliance agencies, as needed.
• Provide direct supervision, leadership and oversight for the cadre of OPWDD Affirmative Action Administrators in statewide locations.
• Provide subject matter expertise in, and implement, NYS Human Rights Law and the Americans with Disabilities Act.
• Draft and/or provide input on policy and procedure development, as needed.
• Effectively communicate with all levels of employees and management.
• Implement training curricula for the staff and agency; create training materials, as needed.
• Work with Counsel’s Office to ensure compliance with all applicable, executive orders, regulations, management directives and state and federal laws.
• Represent the division at meetings or workshops related to AA/EEO program activities.
• Conduct EEO/AA monitoring and compliance reviews.
• Formulate, recommendations and develop strategies for improving EEO/A compliance.
• Prepare administrative reports.
• Complete special projects, as needed.
