Salary RangeFrom $67703 to $85635 Annually
Minimum Qualifications At least seven years of experience with business analysis methodologies, with at least two years including project management experience. A Bachelor’s degree may be substituted for up to four years of experience.
In addition, the ideal candidate will possess the following skills and experience:
• Experience using recognized business analysis methodologies to elicit requirements from business users as the foundation for the solution to the organization's business needs;
• Experience describing in a comprehensive written document (e.g., business case, fit-gap analysis document, or functional specification) what the system, process, or product/service must do to fulfill the business requirement(s);
• Experience using recognized business analysis methodologies (e.g., business process flows, fit-gap analyses, or functional designs) to design solutions to improve the efficiency and effectiveness of the business processes;
• Experience documenting, communicating, and validating requirements throughout the system, process, or product/service development lifecycle for all changes to processes that would enable the organization to achieve its goals;
• Experience developing test scenarios, scripts, and data; reviewing test results; and assessing the implementation of appropriate solutions to ensure they perform to the required specifications and achieve the design capabilities.
• Strong analytical ability;
• Ability to provide thoughtful and strategic solutions based on critical analysis of processes and systems;
• Strong written and verbal communication skills.
Duties Description OGS is advancing the Governor’s initiative to develop a Real Estate Center of Excellence that will proactively and strategically manage the state’s real estate portfolio in a holistic, data driven way. As part of this effort a Real Estate Data Management & Analysis Unit (REDMA) has been created within the NYS Office of General Services, Real Estate Planning and Development Department. The REDMA is charged with the responsibility and authority to set policy and standards concerning agency data collection, management and use. The purpose of the REDMA is to enable the Real Estate Center to meet the responsibility of providing accurate and timely data to key stakeholders.
The incumbent of this position will report to the Assistant Director of Real Estate Data Management & Analysis, and will serve as a liaison between the department, SFS, ITS and agencies to define and develop requirements for the new SFS-based asset inventory system and business processes related to real estate data management. The incumbent will research and gather requirements by conducting individual or group interviews, distributing surveys, and reviewing documents; document current or as-is state of business processes or functions; create flow charts and process models describing functions; develop test data and scenarios, tests systems functions, and documents the results; develop training materials related to business systems implementation for users; write procedure manuals; and document business process deficiencies requiring resolution during or after implementation.
The incumbent will assist the Assistant Director with development and follow-through of Data Strategy Plan, including but not limited to data and document management policies solutions that will support statewide real estate initiatives. In addition, he or she will manage communications with internal and external stakeholders to review business processes and process maps; assess and understand department-wide information system needs and requirements and other agency information system needs and requirements; develop department plan for achieving information system requirements and act as a liaison to NYS ITS to communicate department IT/IS needs; act as department representative to SFS, and develop and implement a strategy to supplement SFS, with Oracle Platform compatible Business Intelligence Tools and data storage and reporting systems; assist in the development of a department-wide data storage system plan and processes, including but not limited to an organizational folder structure on shared drives for data, and determine appropriate access for users; and assist in the analysis of frequently requested reports and develop a process to streamline reporting for ad-hoc reports.
