Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment or reassignment for current NYSED employees, candidates must have one year of permanent competitive or 55b/c service as a Senior Accountant OR
Candidates must be reachable on the Senior Accountant/Senior Auditor eligible list or a current NYS employee eligible for transfer under Section 70.1 of the Civil Service Law. Depending on qualifications, candidates may be required to serve a 2 year traineeship that leads to the journey level grade 18 position.
70.1 Transfer
To be eligible for transfer under Section 70.1, candidates must have one year of permanent competitive or 55b/c service in a title allocated to SG-16 or above eligible for transfer under Section 70.1 of the Civil Service Law AND a bachelor’s degree including or supplemented by 24 semester credit hours in accounting, auditing, and/or taxation courses.
OR
For appointment to Accountant Trainee 1, candidates must have one year of permanent competitive or 55 b/c service in a title SG-12 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law AND a bachelor’s degree including or supplemented by 24 semester credit hours in accounting, auditing, and/or taxation courses.
OR
Candidates must be reachable on the Professional Careers Opportunities (PCO) Select Job Titles eligible list OR
Candidates must be reachable on the Accountant Trainee/Auditor Trainee eligible list. Appointees from the PCO or Accountant Trainee/Auditor Trainee lists must serve a two-year traineeship that leads to the grade 18 salary level. Some transfers may also require completion of a traineeship.
70.4 Transfer
To be eligible for transfer under Section 70.4, candidates must have one year of permanent competitive service in a position allocated to grade 12 or higher, possess a bachelor’s degree (including or supplemented by 24 semester credit hours in accounting, auditing and/or taxation courses), and have standing on the Professional Career Opportunities (PCO) or Accountant Trainee/Auditor Trainee eligible lists. The traineeship would include SG-14 Trainee 1, SG-16 Trainee 2 and after successful completion of the two year traineeship advancement to the SG-18 level. 55 b/c eligible candidates must have a bachelor’s degree.

The salary listed above applies to candidates appointed to Senior Accountant, SG-18. The hiring rate for candidates appointed to Accountant Trainee 1 starts at $41,993, and for current NYS employees, is based on the candidate’s salary at the time of hire. Candidates hired into a traineeship will be advanced to Senior Accountant upon successful completion of a two year traineeship.
Duties Description The New York State Education Department’s Office of P-12 Education is seeking candidates for the position of Senior Accountant in the Office of Facilities Planning. This Office is primarily responsible for code enforcement, life safety, fire safety and health in all public K-12 schools and BOCES in the State, exclusive of New York City. Under the general direction of the Associate Accountant, the incumbent is responsible for review and approval of financial documents related to capital construction undertaken by public school districts and BOCES that require the approval of the Commissioner of Education. The incumbent also provides technical assistance to school officials and design professionals. Other duties of this position include, but are not limited to, the following:
• Assist with review of Final Cost Reports submitted by public school districts and BOCES to determine adherence to applicable Education Law, guidelines and office policies;
• Provide technical assistance to school officials and their fiscal advisors;
• Respond to questions from the Office of State Aid on reporting issues involving Final Cost Reports;
• Respond to FOIL requests;
• Assist other office staff as necessary to resolve fiscal issues;
• Assist with workshops to promote accurate Final Cost Report filings;
• Assist with review of NYC final cost reports for eligibility for building aid;
• Work with the Associate Accountant on special projects as assigned; and
• Draft responses to fiscal correspondence from various sources.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Filling of this position is contingent upon Division of Budget approval. Verification of degree will be required.
*Leads to a maximum salary of $66,494 based on annual performance advances.
