Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment or reassignment for NYSED employees, candidates must have one year of permanent competitive or 55b/c service as an Information Technology Specialist 3 (Programming)
OR candidates must be reachable on the appropriate Civil Service eligible list or a current NYS employee eligible for transfer under Section 52.6.
52.6 Transfer
To be eligible for transfer under Section 52.6, candidates must have one year of permanent competitive service in a 52.6 title allocated to grade 21 or higher. In addition, candidates eligible to transfer must have:

I. A bachelor’s or higher level degree in any field including or supplemented by 15 semester credit hours in computer science with at least 9 semester credit hours in programming languages AND one year of experience in the following computer related areas: computer programming, business/systems analysis, program design or program testing OR;
II. A bachelor’s or higher level degree in any field AND two years of experience in computer related areas as described above OR;
III. A minimum of 60 college semester credit hours with 15 semester credit hours in computer science AND 3 years of experience in computer related areas as described above OR;
IV. Four years of experience in computer related areas as described above.

Duties Description The New York State Education Department’s (NYSED) Office of Information Technology Services (ITS) is seeking applicants for the position of Information Technology Specialist 3 (Programming). ITS is the service unit responsible for fulfilling the information processing needs of offices throughout NYSED. The incumbent of this position will be responsible for the analysis and implementation of technical enhancements required of the Consolidated Special Education Information System (CSEIS) online. Duties of this position will include, but are not be limited to, the following:
• Serve as lead technical developer for the CSEIS system which will require system analysis, development, troubleshooting, testing and deployment;
• Collaborate with program office and Information Technology (IT) staff to understand the business requirements of the CSEIS environment;
• Analyze the impact of proposed system modifications on existing components and implement the required revisions;
• Upgrade Java application modules to align with supported versions of Oracle database software;
• Assure that the CSEIS system meets security standards and conforms to security best practices;
• Supervise and mentor Information Technology Specialist 2 staff;
• Provide input to Java architecture discussions;
• Collaborate with colleagues in an effort to assist with overall development of staff skill sets;
• Develop project plans and status reports for business staff and IT management;
• Assure systems and procedures are appropriately documented, meet Department standards and follow generally accepted IT practices; and
• Exhibit knowledge and practical experience using JAVA, JSP/Servlets, JAVA beans, JavaScript, AJAX, Struts and Spring frameworks, COGNOS Framework Manager, PL/SQL, SQL, UNIX/Perl scripting, LDAP and associated protocols, Oracle JDeveloper and Oracle Designer.
