Minimum Qualifications Minimum Qualifications
• 10-plus years of investigative experience in a major police department or law enforcement agency.
• Experience in supervising and conducting confidential, sensitive and internal investigations, including work in the areas of complex program/systems fraud and abuse; contracts and procurements, white collar crime and other complex frauds is required.
• Extensive experience coordinating investigations with federal and state agencies is an essential qualification for this position.
• Work related familiarity with New York State statutes and regulations.
• Work related familiarity with New York State agencies.
• Work related familiarity with New York State’s welfare and public benefit programs, and investigating vulnerabilities, criminal conduct, fraud and abuse in these programs.
• Work related experience with New York State Workers’ Compensation system; investigations into workers’ compensation claimant fraud; medical, legal and/or other professional facilitated fraud to New York State’s Workers’ Compensation System; and, insurance and/or premium rate evasion fraud
• Work related experience investigating violations of New York State’s penal, public officers, labor, welfare and/or workers’ compensation laws, rules and regulations.
• Significant experience in surveillance techniques, and in the use of technical equipment used in law enforcement, including electronic video surveillance.
• Interviewing and interrogating experience in complex criminal and administrative investigations.
• Experience investigating and/or working with local, state and federal public benefit programs and the workers’ compensation system, and the administration of the same, is preferred.
• Experience conducting large-scale, complex investigations by organized criminal enterprises is preferred.
• Excellent interpersonal and report writing skills.
• Computer skills required include word processing and spreadsheet proficiency, and in-depth experience with computerized case management systems.
• Proficiency with law enforcement and other investigatory search engines and websites.
• Must be willing and available to work unscheduled hours, as necessary.
• Some travel required.









Duties Description The Offices of the New York State Inspector General [“NYSIG Offices”] include the Office of the New York State Inspector General, the Office of the New York State Welfare Inspector General, and the Office of the New York State Workers’ Compensation Fraud Inspector General.

Pursuant to New York State Executive Law Article 4-A, the Office of the New York State Inspector General has jurisdiction over all executive branch agencies, departments, divisions, officers, boards and commissions, public authorities [other than multi-state or multinational authorities], and public benefit corporations, the heads of which are appointed by the governor and which do not have their own inspector general by statute.

Pursuant to New York State Executive Law §74, the Office of the New York State Welfare Inspector General, investigates fraud and abuse in New York State’s public benefit/welfare programs.

Pursuant to Workers Compensation Law §136, the Office of the New York State Workers’ Compensation Fraud Inspector General is responsible for conducting and supervising investigations within and without New York State of possible fraud and other violations of laws, rules and regulations pertaining to the operation of the workers’ compensation system.

Job Description:
Investigators for NYSIG Offices conduct in-depth investigations and analysis of alleged criminal wrong-doing, corruption, conflicts of interest, fraud and abuse in New York State agencies/entities, and in programs and systems which fall under the jurisdiction of NYSIG Offices. Investigators for the NYSIG Offices work collaboratively with attorneys, auditors and other investigators to investigate cases and prepare written reports and audits containing the Inspector General’s findings and recommendations. Investigations conducted by the NYSIG Offices uncover criminal conduct: these matters are often referred for prosecution to federal, state and local prosecutors. NYSIG’s investigators, and particular senior investigator staff, work directly with law enforcement offices to complete investigations and assist with criminal proceedings [arrests; grand jury proceedings; etc]. Investigator duties include, but are not limited to: managing cases; analyzing affected programs/systems, and understanding applicable statutes, regulations and policies; overseeing surveillance; conducting interviews; preparing written reports; and, working as liaison with other enforcement agencies.
