Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment or reassignment for NYSED employees, candidates must have one year of permanent competitive or 55b/c service as a Program Research Specialist 2 OR candidates must be reachable on the appropriate Civil Service eligible list OR a current NYS employee eligible for transfer under Section 52.6, Section 70.1 or Section 70.4 of the Civil Service Law.
52.6 Transfer
To be eligible for transfer under Section 52.6, candidates must have one year of permanent competitive or 55b/c service in a 52.6 title allocated at grade 16 or higher.
70.1 Transfer
To be eligible for transfer under Section 70.1, candidates must have one year of permanent competitive or 55b/c service as an Assistant in Education Research.
70.4 Transfer
To be eligible for transfer under Section 70.4, candidates must have one year of permanent competitive or 55b/c service in a title allocated at grade 16 or higher and have standing on the Civil Service eligible list for this title.

Duties Description The New York State Education Department’s Office of P-12 Education is seeking candidates for the position of Program Research Specialist 2 in the Office of Accountability/Metrics Unit (OA). The OA oversees accountability of New York State schools and Local Educational Agencies (LEAs) for student academic results and the use of federal Elementary and Secondary Education Act (ESEA) funds. The OA works to close the achievement gap by identifying and supporting schools and LEAs that are low-performing, as well as those replicating the best practices of the State’s high performing and high progressing schools and districts. The OA is also responsible for implementing New York’s ESEA accountability flexibility waiver and the provisions of Commissioner’s Regulations pertaining to school and district accountability. The incumbent of this position will participate and assist in developing research studies related to agency programs using knowledge of current methodology to evaluate, analyze and present findings. Under the direction of an Associate in Education Research, duties of this position will include, but are not limited to, the following:
• Manage communication and inquiries from the field related to Annual Professional Performance Review (APPR) and State-provided growth scores by creating systems for tracking and reporting on:
o reporting system logins
o growth communications
o growth score data inquiries
• Assist in implementing and updating business rules and related programming to conduct quality control tests on State-provided growth score data;
• Assist in implementing and updating business rules and related programming to determine accountability status and progress of school districts;
• Develop report templates and materials to communicate results of quality control tests to the field;
• Assist in data management and improvement reporting for Struggling and Persistently Struggling Schools;
• Evaluate Department data sources to determine limitations in terms of reliability or usability;
• Conduct research and analysis pertaining to educational accountability issues, specifically related to Title I and Title III;
• Respond to requests for information on accountability measures used in educator evaluation, including creating ‘ad hoc’ data reports; and
• Complete special assignments as assigned.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Filling of this position is contingent upon Division of the Budget approval.
*Leads to a maximum salary of $66,494 based on annual performance advances.
