Minimum Qualifications Transfer:
Candidates must have permanent status as a Facilities Planner 2, Grade 23, and be eligible for lateral transfer; OR be eligible for transfer via Section 70.1 of the Civil Service Law by having at least one year of permanent service in either of the qualifying titles of Building Construction Program Manager 2 or Senior Building Construction Engineer.
Provisional:
The Civil Service eligible list for Facilities Planner 2 has been exhausted. In order to be eligible for a provisional appointment, candidates must have one year of permanent competitive or 55-b/55-c service as a Facilities Planner 1, Grade 19; OR five years of the qualifying experience; OR an associate’s degree and four years of the qualifying experience; OR an associate’s degree in the field of architecture; planning; or civil, industrial, industrial and management, structural, environmental or electrical engineering and three years of the qualifying experience; OR a bachelor’s degree and three years of the qualifying experience; OR a bachelor’s degree in the field of architecture; planning; or civil, industrial, industrial and management, structural, environmental or electrical engineering and two years of the qualifying experience.
Qualifying Experience: Experience must have been in planning major facility construction projects, or in policy development or planning of complex municipal land use projects. Examples of acceptable experience planning major facility constructions projects include: capital construction project planning, corporate construction project planning, public works construction projects, or other similar large scale construction project planning.
Candidates appointed provisionally must take the next scheduled Civil Service examination for this title, tentatively scheduled for January 9, 2016, and their score must be reachable on the resulting eligible list before they can be permanently appointed. Candidates who do not pass the examination or do not achieve a reachable score may not be retained.
Duties Description The New York State Office of Mental Health (OMH) is recruiting to fill a Facilities Planner 2, Grade 23, position assigned to the Administrative Support Services Group (ASSG), Bureau of Capital Operations. ASSG supervises and manages OMH’s capital planning and construction program, and provides direct technical assistance for physical plant operations and maintenance. Specific duties to be performed may include, but are not limited to, the following:
Prepare annual capital budget requests for specific projects and programs. Assist in developing annual spending plans.
Prepare work scopes, conduct approval reviews of project plans and specifications, manage and track projects through the design and construction process. Utilize and maintain project records in the project management system.
Participate and assist with the selection of projects necessary to maintain The Joint Commission accreditation, meet fire safety requirements, preserve the physical plant and infrastructure, enhance the program offered to OMH clients, and ensure the health and safety of clients, staff and visitors at OMH facilities.
