Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment or reassignment for NYSED employees, Candidates must have one year of permanent competitive or 55b/c service as an Assistant in Educational Planning and Evaluation OR
Candidates must be reachable on the appropriate Civil Service eligible list OR a current NYS employee eligible for transfer under Section 70.1 of the Civil Service Law.
70.1 Transfer
To be eligible for transfer under Section 70.1, candidates must have one year of permanent competitive service as a Veterans Education Program Representative 1 or Veterans Education Program Representative 2 AND possess a Master’s degree AND three years of experience in the field of education (in a Pre-kindergarten through Grade 12 setting, college setting, or in an education agency) or in public administration. Two or more of the three years must be in an educational or governmental organization in an administrative position with major responsibility for one or more of the following: educational program planning, educational program evaluation, educational program auditing, educational program research, and/or educational program budget planning. Candidates will need to submit proof of degree.

Section 70.4 Transfer – A candidate may be eligible for nomination for Section 70.4 transfer to Assistant in Educational Planning and Evaluation if they have standing on the Civil Service eligible list for this title and are currently a New York State employee in a title allocated at Grade 20 or higher.

Duties Description The New York State Education Department’s Office of Higher Education is seeking candidates for the position of Assistant in Educational Planning and Evaluation in the Office of Teacher and Leader Effectiveness (TLE). Under the direction of the Associate in Educational Planning and Evaluation, the incumbent of this position will support the activities of the TLE Office in monitoring and evaluating priorities under the state’s Annual Professional Performance Review (APPR) system. Other duties of this position include, but are not limited to, the following:

• Support the development and implementation of procedures, protocols, and guidelines for monitoring and evaluating approved APPR plans, including those related to site visits, auditing procedures and processes, performance monitoring, technical assistance support, and corrective action;
• Assist with the collection, review and analysis of data and reports submitted by districts and BOCES and determinations related to assessing whether districts and BOCES have met statutory requirements to improve student outcomes;
• Participate in and develop materials for monitoring site visits in districts and BOCES, including coordination with districts and BOCES to develop the schedule and materials in advance of a visit;
• Support the coordination and logistics for a team of site visitors to conduct focus group interviews, classroom observations, data gathering and document review;
• Complete written reports after each site visit and support the development of post-visit recommendations for SED leadership;
• Review and edit all written documents and reports related to oversight of the APPR system;
• Assist with the development of written recommendations, reports or memoranda containing policy and evidence-based analysis related to APPR compliance and monitoring, performance management, corrective action, and technical assistance for consideration by SED leadership;
• Prepare required federal, State and agency reports on APPR performance and other aspects required under the Race to the Top grant and in compliance with federal and State laws and regulations;
• Conduct relevant research and prepare written materials involving the collection and compilation of program data, preparation of reports on Teacher and Leader Effectiveness (TLE) initiatives, and in response to inquiries;
• Collaborate with other TLE staff to ensure the incorporation of relevant data into evaluation reports and to ensure the timely and effective coordination and completion of monitoring and evaluation work; and
• Serve as the TLE liaison for a subset of districts, including New York State’s largest city districts in coordinating evaluation and monitoring work in these districts.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment.

*Leads to a maximum salary of $81,415 based on annual performance advances.
