Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment or reassignment for NYSED employees, candidates must have one year of permanent competitive or 55b/c service as a Senior Accountant OR
Candidates must be reachable on the appropriate Civil Service eligible list or a current NYS employee eligible for transfer under Section 70.1 of the Civil Service Law. Depending on qualifications, candidates may be required to serve a 2 year traineeship that leads to the journey level SG-18 position.
70.1 Transfer
To be eligible for transfer under Section 70.1, candidates must have one year of permanent competitive or 55b/c service in a title allocated to grade SG-13 or higher and must have a bachelor’s degree including or supplemented by 24 semester credit hours in accounting and/or auditing courses.

The salary listed above applies to candidates appointed to Senior Accountant, SG-18. The hiring rate for candidates appointed to Accountant Trainee 1 starts at $41,993, and for current NYS employees, is based on the candidate’s salary at the time of hire. Candidates hired into a traineeship will be advanced to Senior Accountant upon successful completion of a two year traineeship.

Duties Description The New York State Education Department’s (NYSED) Rate Setting Unit (RSU) is seeking applicants to fill two Senior Accountant positions. RSU is responsible for working with providers and constituents to facilitate the rate setting process and developing reimbursement rates for approved providers of special education programs to preschool and school age students in accordance with Part 200 of the Commissioner’s Regulations. The incumbent of this position will review methodology waiver requests and prepare analysis to support waivers for review and approval by the Division of the Budget. Duties of this position will include, but are not limited to, the following:

• Calculate and process accurate and timely tuition rates for assigned providers in accordance with applicable statutory and regulatory provisions, the Consolidated Fiscal Reporting and Claiming Manual, the Reimbursable Cost Manual, the approved tuition rate setting methodology, and unit protocols;
• Prepare correspondence to providers regarding information requests and tuition rate notification, as required;
• Respond to tuition rate appeals and waivers from methodology requests submitted by school age and pre-school providers for supervisor approval;
• Provide technical assistance to the field regarding rate setting, including details of schools’ rate calculations; and
• Perform data analysis, prepare reports and complete special assignments, as required.

Additional Comments CONDITIONS OF EMPLOYMENT: These will be contingent permanent appointments. Filling of these position are contingent upon Division of Budget approval. Candidates will be required to provide proof of degree and transcripts. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.

*Leads to a maximum salary of $66,494 based on annual performance advances.
