Minimum Qualifications Transforming the Citizen experience:
The NYS Office of Information Technology Services (ITS) was established by the Administration in 2012 to transform the IT services provided to State Agencies and citizens by consolidating IT service delivery across all New York State Agencies. The creation of a consolidated ITS provides New York State with the ability to optimize IT investments across all of state government, and to advance industry best practices while sustaining service delivery to partner agencies and enhancing service to citizens.

The Administration has given ITS a mandate to both transform itself and to be a major enabler in transforming the way we serve citizens. The Public Safety Cluster provides IT services to the following agencies: the Division of Criminal Justice Services, the Division of State Police, the Division of Homeland Security & Emergency Services, the Department of Corrections and Community Supervision, the Office of Victim Services, the Office for the Prevention of Domestic Violence and the State Commission on Correction. The ITS Public Safety Cluster (PSC) has a significant number of mission critical applications that are utilized by various criminal justice personnel and the general public in the ongoing support of law enforcement and offender management activities. Many of these applications require full time (24/7) functionality and even a short unplanned outage can jeopardize public and officer safety. Due to the nature of Public Safety, there is significant sharing of data and systems between agencies, increasing the potential for wider application of standardized solutions.

The Public Safety CIO would be responsible for leading more than 350 staff and consultants in supporting hundreds of mission critical applications that are depended upon across the state as well as managing a project portfolio which averages 60 active projects at any given time. We are seeking an innovative, high impact technology professional with a ‘can do’ attitude and a desire to have a tangible impact on the safety and wellbeing of members of the law enforcement community, probation and corrections’ communities, courts, victims of crime, and citizens as well as supporting the IT needs related to response to man-made and natural disasters. There is huge potential for this candidate to contribute to a step change not just in the cost of providing services but also to significantly improve the experience citizens have with state government.

Minimum Qualifications:
Candidate must have 15 years of experience in the field of Information Technology, 5 of which must have been in a management capacity. General experience must include: systems development and implementation, business process reengineering, application development and data management, and planning and directing major technology projects.

A Master’s degree may be substituted for up to five years of experience.

Experience in or knowledge of Public Safety or Law Enforcement is desirable. Familiarity with FBI Criminal Justice Information Systems (CJIS) security requirements is also desirable.


Duties Description Under the direction of the NYS Chief Information Officer or Executive Deputy Chief Information Officer, the Public Safety Cluster Chief Information Officer (CCIO) directs a consolidated IT organization that serves the needs of the Public Safety agencies. In this role, the CCIO’s role includes, but is not limited to:

• Collaborating with Deputy Secretaries, agency Commissioners and agency program directors to align IT investments, services and projects with cluster agency business needs and priorities.
• Overseeing operation of the Cluster Executive Board (CEB) to provide an executive-level forum for cluster strategic planning, investment decision-making and setting priorities for significant cluster technology project.
• Leading the regular updating of the three year Public Safety IT Strategic Plan which was developed and implemented in October of 2015. Overseeing the planning, development, delivery and operation of IT services and initiatives consistent with the Public Safety IT Strategic Plan.
• Directly supervising Deputy CIO and Directors, overseeing the establishment of cluster and agency specific IT solutions, establishment of priorities, allocation of resources and budget development.
• Reviewing the framework for all new projects including budgets, staff resources, hardware and software needs
• Informing the standardization of data elements, database management, security needs, network operations and software development to provide enterprise wide solutions.
• Overseeing the development and implementation of technology standards for the Cluster (e.g., data security, application architecture, etc.) to ensure a standardized and efficient delivery of technology services throughout the cluster consistent with industry best practices and enterprise technology standards.
• Overseeing severity 1 incidents that impact public safety critical applications and ensuring that business impact messages are being appropriately communicated to both ITS and business executives impacted by the incident.
• Directing cross training of Cluster IT staff, based on current and anticipated needs, to enhance career development opportunities and ensure continuity of service.
• Overseeing all project deliverables, resolving issues, and advising executive staff of issues/problems.
