Duties Description The Office of Mental Health (OMH) is seeking a qualified candidate to fill a Senior Health Care Fiscal Analyst/Health Care Fiscal Analyst Trainee in the State Operations Finance Group, Bureau of Costing, Rate Setting and Revenue Management. The Bureau is responsible for filing federally mandated annual cost reports with the Centers for Medicare and Medicaid Services (CMS) for seventeen Medicare certified psychiatric centers operated by the Office of Mental Health. In addition to the Medicare reports, Medicaid cost reports are prepared for all Medicare certified facilities, six non-certified Medicare facilities which include four discrete children’s centers, and one research facility. The Bureau is responsible for performing detailed cost analysis of all programs operated at these facilities as a precondition to the reports being finalized and in the case of Medicare cost reports, submitted to CMS. The cost reports provide the basis for OMH’s inpatient and outpatient billing rates.

Duties may include, but are not limited to, the following:

• Assist in the annual review and analysis of costing and statistical data submitted by OMH operated facilities. Ensure monthly expenditures, both personal service and non-personal service, are properly assigned by URC and provide prompt identification and resolution of potential areas of inaccurate reporting.
• Assure that quarterly statistical and ancillary data and space assignment by building are properly and accurately reported by facilities.
• Determine the fiscal impact of any improper reporting and communicate the same both verbally and in writing to facility personnel.
• Utilize a customized federally approved software package to prepare the annual Medicare and Medicaid cost reports for an assigned group of approximately three or four OMH operated psychiatric centers.
• Work directly with other OMH Central Office staff as well as staff of other State agencies and OMH operated psychiatric centers to identify data reporting inconsistencies and develop related explanations and/or resolutions.
• Assist in the analysis and resolution of questions raised or adjustments proposed by outside auditors on cost and statistical data used in the cost reports. Possess the ability to understand and resolve potential audit adjustments and communicate the fiscal impact of the adjustments to facility and OMH management staffs. Provide auditors with materials needed to complete their review, assist other Bureau personnel, including management, in formulating response to potential audit disallowances.
• Assist in the timely and accurate completion of special projects as they are assigned.
• Participate in various formal and informal meetings with other bureaus, agencies and outside consultants to insure the continued accuracy and reliability of data used by and distributed by the Bureau.
