Minimum Qualifications Open to NYS employees with one year of permanent competitive service as a Resources & Reimbursement Program Development Specialist 2, SG-23, OR in a position at SG-21 or above approved for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grades.

There is currently no Civil Service eligible list for the Resources & Reimbursement Program Development Specialist 2 title. Therefore, candidates who meet the following Civil Service minimum qualifications for the position may be eligible for provisional appointment:

A Bachelor’s degree, and three years of experience in the research, development, or implementation of regulations and/or policies relating to funding programs for health care, mental health, or developmental disabilities services.

NOTE: If you are appointed provisionally, you must take the next scheduled Civil Service examination for this title and your score must be reachable on the resulting eligible list before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.

Preferred Qualifications:
A working knowledge of generally-accepted accounting principles with an ability to research changes;
An understanding of financial audit procedures;
Familiarity with Consolidated Fiscal Reports (CFR) and the CFR Manual;
Knowledge of structure of financial statements and the capacity to conduct analytical reviews;
An understanding of OPWDD rate structures;
Knowledge of EO38 regulations, guidance, and process for disclosures and waivers;
Proficiency in Excel, Access, and Word.


Duties Description POSITION DESCRIPTION:

There is a need for a Resources & Reimbursement Program Development Specialist 2 in the Fiscal Data Analysis and EO 38 Unit, who will play an essential role in conducting fiscal reviews and research. The unit is responsible for the review and monitoring of the financial soundness and stability of the not-for-profit voluntary providers that are authorized by the Office for People With Developmental Disabilities (OPWDD) to deliver services.


PRIMARY DUTIES AND RESPONSIBILITIES:

As a Resource & Reimbursement Program Development Specialist 2 the responsibilities of the incumbent may include, but are not limited to the following:

• Implement fiscal review process by conducting research, examining financial statements and audit disclosures, accessing other informational sources and interpreting data in a way that considers all components and their interplay with an aim to assessing providers’ continued viability while complying with policies and regulations;
• Interact with the Consolidated Fiscal Reporting Unit and stay acquainted with regulatory and policy changes to programs and how reimbursements for those programs are structured to conform to regulations and to assess providers’ execution of those policies and regulations as reflected in financial reporting;
• Understand EO 38 disclosure and waiver processes and assist providers in understanding the implications of the regulations to insure provider compliance with regulations;
• Supervise and train unit staff.
