Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment, candidates must have one year of permanent competitive or 55b/c service in a title SG-28/M-3 or above deemed eligible to transfer under §52.6 of the Civil Service Law.

For provisional appointment, candidates must have one year of permanent competitive service as a Supervisor of Higher Education Programs or Supervisor of Occupational Education OR two years of permanent competitive service as an Associate in Higher Education, Associate in Occupational School Supervision, Associate in Continuing Education, or Associate in Nursing Education OR a Master's degree AND eight years of experience in occupational education, five years of which must have been in a management level position responsible for the oversight of the educational component of proprietary school programs.

PREFERRED QUALIFICATIONS: Special consideration will be given to candidates who possess the following qualifications:
• Knowledge of proprietary schools, including licensing policy and procedures
• Knowledge of Commissioner’s regulations and Education Law Article 101
• Familiarity with Licensed Private Career Schools and Certified English as a Second Language Schools
• Ability to communicate effectively and maintain working relationships with State and Federal officials, local governments, and business organizations
• Ability to prepare accurate and reliable reports containing findings, recommendations and conclusions on BPSS procedures
• Ability to manage, coordinate, and evaluate the work of others
• Ability to quickly learn the goals and objectives of the State regarding proprietary schools and work effectively to implement policies and programs in coordination with NYSED management

*Leads to a maximum salary of $121,997 based on annual performance advances.
**Plus $3,026 annual downstate location adjustment.

Duties Description The New York State Education Department’s Office of Adult Career and Continuing Education Services (ACCES) is seeking to fill the position of Director of Proprietary School Supervision in the Manhattan District Office in the Bureau of Proprietary School Supervision (BPSS). Under the direction of the Deputy Commissioner for ACCES, the Director of Proprietary School Supervision will provide direction and leadership to BPSS staff located in both Albany and New York City. The BPSS oversees and monitors non-degree granting proprietary schools in New York State. Proprietary schools under the BPSS jurisdiction include trade and business schools, computer training facilities, and for-profit English as a Second Language (ESL) schools. Major responsibilities of this position will include, but are not limited to, the following:

• Direct and manage the office of BPSS, supervise and support all unit supervisors in the performance of their duties;
• Oversee all aspects of the office operations and ensure that mandated reports and other materials are completed, processed, and delivered on time;
• Ensure that all BPSS rules, regulations, and plans are updated as needed, including the Commissioner’s regulations and BPSS Education Law Article 101;
• Enforce Education Law Article 101 within the proprietary school community;
• Manage the administration and renewal of all licenses for proprietary schools, including ESL and Candidacy schools;
• Provide policy and program guidance to proprietary school owners, directors, and staff as needed in accordance with the rules and regulations of the New York State Education Department (NYSED);
• Coordinate public relations issues and respond to inquiries from the public about proprietary school supervision;
• Update and enforce BPSS procedures;
• Coordinate with local, State, and Federal agencies on proprietary school issues;
• Serve as NYSED’s liaison with local, State, and federal authorities on all proprietary school related issues; and
• Provide budget and policy support for BPSS to the Deputy Commissioner.
