Minimum Qualifications For Permanent Appointment:

Candidates must be reachable on the Civil Service List for this title or be a NY State employee eligible to transfer via 70.1 of the Civil Service Law with one year of permanent service in the qualifying title.

For Provisional Appointment:

In the event that there is not a valid eligible list, candidates who meet the following qualifications may be qualified for a provisional appointment:

Master of Psychology degree from a regionally accredited college or university which prepares graduates for master’s level psychologist positions in clinical, forensic, or community mental health settings; AND the degree program must have included a clinical psychology practicum, externship or clinical fieldwork*. In addition to the above requirements, candidates must have one year of supervised post-master’s degree experience in a clinical, community mental health setting, or forensic setting providing primarily psychological services.

*A practicum, externship, or clinical fieldwork assignment is defined as a direct clinical training experience in providing psychological services in an appropriate inpatient or outpatient community mental health, developmental disabilities services, forensic or community setting; which is a component of a qualifying Master of Psychology degree program and would also be listed on the official transcript.

Substitutions for post-master's degree experience: Completion of a full-time one year pre-doctoral internship or traineeship in a clinical or community mental health or forensic setting may be substituted for one year of post master's degree experience. A doctoral degree in clinical psychology may be substituted for two years of post-master’s degree experience.

Note: If you are appointed provisionally, you must take the next scheduled Civil Service examination for this title and your score must be reachable on the resulting eligible list before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.

Duties Description POSITION DESCRIPTION:

The Office for People With Developmental Disabilities (OPWDD) Broome DDSOO is currently seeking a Psychologist 1. The incumbent will be responsible for reviewing, assessing and determining the needs of the individuals served by OPWDD.

PRIMARY DUTIES AND RESPONSIBILITIES:

As a Psychologist 1 the responsibilities of the incumbent may include, but are not limited to the following:

• Perform Psychological assessments, develop/implement behavioral support service plans, input information into BMC data base, staff training, participate in Interdisciplinary Treatment Team (ITT) process, consult with ITT members on functional skills development, counsel for individuals and groups;
• Prepare interim BSP upon admission and functional cognitive and affective assessments within 30 days of admission and update annually, or as needed;
• Conduct capability to consent determinations, including: sexual consent, behavior management and medical treatment issues, review capability assessments annually, or as needed;
• Analyze behavioral data on at least a monthly basis, and write a monthly progress note;
• Prepare competency/credibility evaluations as needed;
• Prepare Risk Assessment and Risk Management Plans as required;
• Serve as primary instructor for designated group therapy classes, including working with available team members, establishing/revising curricula, setting objectives and writing monthly progress notes;
• Provide individual counseling and write either a specific note or incorporate within the general monthly notes, as needed;
• Attend psychiatric consultations; be available to provide behavioral data;
• Report psychiatric recommendations to team for review;
• Serve on DDSOO committees or task forces, when requested;
• Provide training to staff for individual behavior support plans and risk management plans;
• Provide input into the ATC’s quarterly note and attend quarterly, annual, and special team meetings;
• Attend departmental meetings and team staff meetings when scheduled;
• Satisfactorily complete all annual, mandated TDT courses and update courses such as PROMOTE, SCIP, CPR, and other topics;
• Assist TTL with incident/investigation follow-up (may involve conflict resolution or BSP revisions when necessary).

Additional Comments Positions may also be available in Broome, Chenango, Otsego, Tioga and/or Tompkins counties.
