Minimum Qualifications Minimum Qualifications for Non-Competitive Appointments:

A Bachelor's or higher level degree and eight years of progressively more responsible management experience, at least five years of which must be in a field related to environmental conservation or protection or natural resources. This experience must include responsibility for implementation of program goals and objectives within established budgets, and supervision or coordination of staff to achieve specific objectives.


Preferred Qualifications:

In addition to the minimum qualifications above, the preferred qualifications include substantial experience in environmental regulation, compliance or law; technical or scientific education, training, experience or aptitude; demonstrable achievement in the management of programs; experience in collaborating with multiple organization; a strong commitment to environmental protection; and the ability to successfully motivate staff and to collaborate successfully with supervisors and with those in comparable positions both inside and outside the organization.

Duties Description The Division of Air Resources (DAR) is responsible for improving and maintaining the air quality throughout the State. It regulates the emission of air pollutants emitted from diverse sources, from consumer products and motor vehicles to power plants and industrial facilities. Nine regional offices are responsible for permitting and enforcement; the Albany central office is responsible for regulatory development, air quality planning, program implementation and support, and research efforts. DAR coordinates program activities with other Department of Environmental Conservation (DEC) divisions and offices, and other state agencies and authorities, particularly those with energy or transportation responsibilities. Recognizing that air quality is both a regional and local problem, DAR works closely with the US EPA and agencies from other states, as well as local and tribal governments within the State. It collaborates with academic institutions on various air pollution research projects and is actively involved with national and regional air pollution/air quality management associations.

The Director supervises the activities of the Bureaus within the Division and of staff in the nine regional programs working on matters relating to the above-mentioned areas. He or she coordinates with and, when appropriate, participates in the activities of multi-agency, multi-state, and federal committees, commissions and boards concerned with matters addressed by the Division’s programs. The Director performs all other executive functions required for the effective management and administration of the Division’s programs including budgeting and planning, program evaluation, performance evaluations, and reporting.

Additional Comments Must have a valid driver's license or demonstrate the ability to meet the transportation needs of the position. Travel, overtime, and overnight travel may be required. Weekends and holidays may be required. Must be available for emergency response and available to respond to after- hour’s emergencies.
