Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment or reassignment for NYSED employees, candidates must have one year of permanent competitive or 55b/c service as a Senior Budgeting Analyst OR be reachable on the appropriate Civil Service eligible list OR be a current NYS employee eligible for transfer under Section 70.1, 52.6 or 70.4 of the Civil Service Law. Depending on qualifications, candidates may be required to serve a two year traineeship that leads to the journey level SG-18 position.
70.1 Transfer
To be eligible for transfer under Section 70.1 to the Senior Budgeting Analyst, candidates must have one year of permanent competitive or 55b/c service in a title allocated to grade 16 or higher.
To be eligible to transfer under section 70.1 to the Budget Analyst Trainee 1, candidates must have one year of permanent competitive or 55b/c service in a title allocated to grade 11 or higher.
52.6 Transfer
To be eligible for transfer under Section 52.6, candidates must have one year of permanent competitive service in a 52.6 title allocated to grade 16 or higher.
70.4 Transfer
To be eligible for transfer under Section 70.4 to the Budget Analyst Trainee 1, candidates must have one year of permanent competitive service in a position allocated to an SG-11 or higher, possess a bachelor’s degree, and have standing on the Professional Career Opportunities (PCO) eligible list or Public Administration Traineeship Transition (PATT) eligible list. The traineeship would include SG-13 Trainee 1, SG-14 Trainee 2 and, after successful completion of the two year traineeship, advancement to the SG-18 level.
*Leads to a maximum salary of $63,146 based on annual performance advances.

Duties Description The New York State Education Department’s (NYSED) Bureau of Budget Coordination (BBC) is seeking applications to fill a Senior Budgeting Analyst position. The BBC is responsible for the planning, management and control of all of the Department’s budgeting activities. Under the direction of the Director of Financial Administration, the incumbent of this position will work with various program area staff to coordinate budget activities. Duties of this position will include, but are not limited to, the following:
• Prepare budget estimates;
• Prepare and maintain expenditure, revenue, and disbursement projections;
• Maintain fiscal records;
• Monitor expenditures and disbursements;
• Review legislation and regulations for fiscal impact;
• Prepare various reports using manual and automated resources; and
• Serve as Department liaison to the Division of the Budget and various Legislative staff.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Filling of this position is contingent upon Division of Budget approval. Salary above applies to candidates appointed to Senior Budgeting Analyst. The hiring rate for candidates appointed to Budget Analyst Trainee 1 starts at $40,546 and, for current NYS employees, is based on the candidate’s salary at the time of hire. Candidates hired into the traineeship will be advanced to Senior Budgeting Analyst upon successful completion of a two year traineeship. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.
